Meanwhile, I've been sick and look all washed out... but this is about the bird.
I adopted an old neglected budgie about a month ago, and have been trying to socialize her. I got her out of her cage on my finger for the first time tonight which is huge progress. Her name is Mabel. Isn't she a sweety?

That is one adorable budgie. I can remember the last time I held a bird in my hand... It was at a bird sanctuary designed to allow many of the birds to fly around (some were in cages because they'd be too mean to the other birds though).
Anyway, back on track... Seeing a blue budgie always makes me feel slightly sad for some reason...

The blue trait is a recessive trait that can be found in wild budgies.
Without going into genetics in order to explain its rarity; I'm just going to say that the reason the trait is only seen in captive budgies, is in the wild, they rely on their colouration to protect them from predators. Remove the camouflage, and the young are easily found and killed.
It's terribly sad, but nature is often cruel.

In my humble opinion, I find that letting its feathers stay at that length is a touch cruel...
I mean, it doesn't look like it can fly, or see, or preen itself properly...
I'm against breeding an animal solely for appearance, I just don't think it's right. At least with tame blue coloured budgies, they have no harmful traits unless you release them into the wild. Which you shouldn't do with a tame bird anyway.
Leaving the potentially controversial issue behind...

I think it's pretty, but I agree with everything else and feel sorry for them. They are blind and cannot fly or preen as you say, or even move around much; and all the complications from the long feathers mean they only live a year at most. For these reasons people don't really breed them on purpose. Fortunately it's incredibly rare.
All the same... I wish I could touch one. They look soft.
