If a character, proficient with tower shields, is using an animated tower shield, do they take the -2 penalty on attack rolls because of the shield’s encumbrance?
Tower shield description:
Shield, Tower
This massive wooden shield is nearly as tall as you are. In most situations, it provides the indicated shield bonus to your AC. However, you can instead use it as total cover, though you must give up your attacks to do so. The shield does not, however, provide cover against targeted spells; a spellcaster can cast a spell on you by targeting the shield you are holding. You cannot bash with a tower shield, nor can you use your shield hand for anything else.
When employing a tower shield in combat, you take a -2 penalty on attack rolls because of the shield’s encumbrance.
Animated
Upon command, an animated shield floats within 2 feet of the wielder, protecting her as if she were using it herself but freeing up both her hands. Only one shield can protect a character at a time. A character with an animated shield still takes any penalties associated with shield use, such as armor check penalty, arcane spell failure chance, and nonproficiency.
Strong transmutation; CL 12th; Craft Magic Arms and Armor, animate objects; Price +2 bonus.

The "such as" that follows are just examples. It doesn't limit the penalties imposed to just those.

Yes, you would get a total of +3 to AC for all Reinforced pieces. Because the Reinforced bonus isn't an actual bonus. It's just a property that raises the armor bonus by 1. If you have the piece that provide the exception to the stacking rule, then they'll stack with the granted +1.

No. Circumstance bonuses only stack if they derive from different circumstances.

q570: Does the power Energy Stun have 2 separate independent saves, one fortitude (if cold damage) or reflex (if it does anything else) to halve damage and one will to negate the stun?

A 570 They're not independent. First you roll a Refx or Fort save for half damage. If you fail that save, you then roll a Will save to avoid also being stunned. If you succeeded on the first save, there is no Will save because there will be no stunning.

Would the circumstance bonus apply twice if you had the Ornate property once each on a weapon and on an armor? Say, for example, if you had Ornate (intimidate) on a weapon and Ornate (intimidate) on an armor? I'm inclined to say no, because "holding an intimidating piece of equipment with the same named bonus" seems like the kind of thing you'd only get the +2 once for, but I just wanted to be sure.Homebrew!

Q572: Does anyone know what kind of price a single dose of venom would cost from the huge - colossal Vermin (scorpion, centipede, spider) in the first monster manual? I looked through the SRD books but couldn't find an answer.

I can't find an exact citation right now, but usually the name of the ability that provides the bonus is the source such as with AC Bonus (Monk, Swordsage) or Sneak Attack (Rogue and some (prestige) classes that do not explicitly state that they stack with other sources of Sneak Attack)

574 I have seen in most of the high-op builds that they gain all the inherent bonuses at 11 when Lesser Planar Binding comes into play. What outsider/elementals have 6hd and have Wishes to grant?

That's probably meant to say "evocation". In 2nd edition, there were two subschools called "evocation" and "invocation" which were combined into a single school. Yup, no ASF. You also qualify for anything that has "cast divine spells" as pre-requisite (though if it's a PrC that advances only divine spellcasting, it doesn't apply to the same class as the Rainbow Servant's)
