Franz is doing commercials because he has to make a living and fund his schemes. Part of the celebrity status. Dr McNinja is there because Franz is behind the latest plot and it's easy to find someone on TV by going to where they shoot their scenes.

Naah, he doesn't scream and he talks during the fight.

Aside from that, there's got to be some reason behind this. When did Doc overclock his abilities like that?

b) Ninja super drug... unlikely though since Mongo was so expensive.
c) Ninja antidote mist... though I still don't think Mongo would fly so far, nor appear competent.
d) Hidden clone army of Franz and Mongo... probably requires them to be in the action though.

f) None of these.

Maybe he has been training while Franz has been doing commercials. That would make a power disparity.

A few story arcs ago he finally foiled the plans of Radical.

That's gotta be worth a crap ton of XP.

Then at the beginning of this arc he easily killed the Birdosaurus. That was both foreshadowing, as Birdasuarus was always a much greater foa that Franz, and if Radical wasn't enough XP then Birdosaurus would have brought him up the rest of the way.

He's beat Franz a couple times, sure, but the last time he and Mongo tangled, Mongo cleaned his clock, and probably could have killed him once every thirty seconds (Doc's own estimate) if he hadn't learned the sacred value of life.

They... Didn't explain how Dr. McNinja was so strong. So I guess he was right, he has just strengthened, and Franz and Mongo haven't.

It isn't a matter of super-strength: it is a matter of knowledge of the human body and skill in pulling force from it. Bruce Lee jumped on the moon, Doc managed to reach escape velocity to get away from it while carrying other stuff, which means a speed of 2.3 km/sec at the moon's surface, while Bruce had to reach 33 km/sec to get there. So Doc had a lot of room for improvement

After Frans was defeated, Doc had a jig with AxeCop, fought a bunch of vengeful ghosts, went into space, hopped through time, fought against dinosaurs, had the chance to study how giants fight, met a river god, survived overdose, fought Judy, his ex, his clone, took a mecha apart, defeated the king, killed a cockatrice. That's a lot of fighting experience. It's not a problem of power levels, it's consistent with Doc learning stuff on the spot and applying it later: how to move his body, and how to affect other people (and stuff).

Or, applying Doc's Video Game Metaphor, Franz is a Level Boss.

Doc's gone through the insane bonus mission*, and bunch of story quests**, and thus leveled up his most valuable combat attributes and skills so much that Franze and Mongo have gone from a recurring boss to an elite mook.

Hell, surviving the overdose on the super ninja drug probably leveled up his constitution like, twenty times and...

...Did he ever get the ninja drug cure that only works on drug induced ninja powers? Because we might be drastically overthinking this.

He got two doses of the ninja drug while already being a ninja. We don't know if that ever wears off.

That alone might explain it. The everything else he's done.
