@ Maldiem Secret: Centurion project underway
    Spoiler
    Show

With the required breakthroughs in cybernetics and genetic engineering the Centurion program on Titan base is given the go ahead to begin cloning operations.

Taking genetic material from the best soldiers, sailors, pilots and field officers the military has to offer scientists on Titan splice together the desired DNA and inborn talents from each to create a strain of supersoldiers. Grown in giant vats(if possible age acceleration is used to atleast 10-15 years of age) until "born." They will then be trained from birth for their assignments, be they in special forces, commanding small scale units, or flying fighter jets. They will be trained from birth to interact with cybernetic attachments to make using the equipment almost second nature.

@Maldiem: Intrepid Super battleship planning begins
    Spoiler
    Show

Space Force Brass has commissioned a design committee to draw up plans for the construction of a super battleship to enter service and serve as a flagship for the rebuilt fleet.

Initial plans have the ship at just over a mile long bristling with guns and other weapons as well as a large hanger bay to store fighters and even a small capital ship. After seeing plans for the triangular shaped ship, one Admiral remarked that it resembled a "Star Destroyer" from the Centurie's old Star Wars franchise. The term stuck and the classification of the ship will be "Star Destroyer" Class: Intrepid.

Since this ship will be a massive investment and will need to serve for decades or more to pay itself off all weapons and equipment aboard will be modular to allow for easy upgrades of new equipment as it becomes availible.

At this point the ship is in the planning phases and only very basic aspects of construction will be conducted at the Orbital Yards. No earnest work will begin for atleast 5 years and the ship will not even be considered to be attempted to enter active service until an artificial gravity device can be deployed.

@Maldiem: Need estimated cost for construction. Note: Construction will take place over decades most likely

EDIT: Added in bonuses for technology
EDIT2: Added in another alliance research I forgot.

    FPNA builds fortifications along border
    Spoiler
    Show

The Army has begun digging trenches and creating earthenwork fortifications along the border with the USNA. Preparing for a prolonged and uneasy ceasefire the Supreme Command establishes the armed frontier. A series of trenches, earthenwork defenses and camo covered artillery positions guarding the mountainous border with the USNA.

We'll fight again, this time we'll win!
    Spoiler
    Show

The stunning success of the initial phases of the war quickly gave way to a near complete reversal of fortune. Part of this loss was due to varying degrees of unforseen foreign intervention. Though the war was not a total lost, the USNA has been reduced only to its holdings on planet and has been removed as a threat from space, USNA forces have also be drastically reduced being a mere shadow of its former self.

The Supreme Command after studying the state of the nation pre-war, war era and post war have come to the following conclusions.

    1. The FPNA did not mobilize its economy for total war in time to counteract the USNA mobilization. A total war economy should of been put in place in the early days of the war to restore any losses quickly.

    2. FPNA leadership is far too centralized both militarily and when it comes to the state governments. Commanders in the field are too be given more leeway in directing their troops to prevent breakdowns in communcations in the event of assassinations. Also state governors will be given the same leeway in regards to state militias.

    3. Orbital Artillery is not reliable enough at this time to make a significant difference in a pitched ground battle.

    4. Pro FPNA militiants played a crucial role in preventing armed uprisings against FPNA forces and serving to sew confusion within the enemy ranks. These groups will need continued support.

    5. At current rates of growth the FPNA will be able to restore its military prewar levels in 10 years for the Army and Spaces and approx. 15 years for Naval and air forces. The FPNA will theoritically be able to resume hostillities within 15 years.

    6. It is advisied no future action be taken until atleast 10 years after the official rearmament date to create a much larger force capable of counteracting any American force multipler(should one exist at the time) and to make sure FPNA technology is equal to or greater than availible USNA technology.

    7. That any hostilities should be conducted at the time when USNA allies are preoccupied with other conflicts and/or when the USNA appears to be the aggressor.

The Restless in the Ascendent Caliphante Rise Up and Form The Immortal Republic!
    September 4th, 2133

After 6 months of civil war, the nationalist movement in AC, led by intellectuals and students, successfully deposed the ruling theocracy and replaced it with The Immortal Republic. The new, democratic state held elections immediately for the 5 members of the Executive Council, who act as leaders and set policy for the nation. The revolution and new state were embraced whole-heartedly by the people, weary of their nation's general unimportance.

Excerpt from an Official Statement by the Executive Council of The Immortal Republic
Our time of glory is at hand! No longer shall we lay under the boot heel of the modern nations of the world! We will show the world the greatness, heritage, and strength of our people. No longer will we be ignored!

    [. . .]

Free Nations of the world, our message is strong but not hostile. We do not wish to be militant, only protective of our people. We do not wish to be opportunist, only to find success in commerce. We do not wish to be profligate, only free from subjugation! We look forward to immediately opening diplomatic dialog and finding our place on the world stage.

On a related note, the OR has also voted against joining the so-called "Musketeer League" championed recently by Atlantis, citing the FPNA's recent history of aggression and the world's ignorance of Atlantis.

    ::Open Broadcast::

The FDCA would like to officially announce the existence of the Musketeer League, following the unofficial introduction given by the OR. The ML is foremost a research alliance among the FDCA, the FPNA, and the NBU. Our constitution also has provisions for the mutual defense of all member states.

The ML was formed with the goal of advancing peace and mutual prosperity on Terra. Most of the nations of the Earth have blood on their hands, but the world is at peace right now. The only way to ensure that this peace will last is to not exclude anyone from the prosperity that we now enjoy. The Colombo Treaty, while it has not yet taken any 'aggressive' military action, has dealt with other nations in a way that is counterproductive to planetary peace and prosperity. Have they not learned their lessons from the World Wars of the past? A lasting and effective peace can only come when the winners and the losers work together and nobody is left out.

The nations of the Colombo Treaty, it seems, do not understand this lesson. They are more concerned with their own progress than with shared progress. The stated philosophy of the Colombo Treaty is noble, but it is not being fulfilled. Even the OR and the NAR, nations that meet the entry requirements of the Colombo Treaty and have been accepted, are treated as less than equals. The Colombo Treaty expects that the Outworlds Republic should pay to help develop breakthroughs, then turns around and says they don't contribute enough to be worthy of those breakthroughs.

What sort of new world order is this, where the most powerful nations on the earth hoard their secrets like dragons upon their piles of treasure, clutching their spoils and breathing fire at those who wish to learn these secrets? It is a sad state of affairs that even demilitarized states like the OR, eager to apply research breakthroughs for the benefit of their people, get the same 'warm' welcome.

The ML will disclose its breakthroughs to all of our member states. Is it possible that these breakthroughs might, in the wrong hands, be put to violence in the future? Yes. Is it also possible that the Colombo Treaty might break with its principles and declare an aggressive war on us? Yes. These are risks that we are willing to take. We are willing to take these risks for the sake of the unwell children in the FPNA who needed the knowledge of genetic engineering to cure them. We are willing to take these risks for the sake of the destitute in the NBU who desperately needed the economic stimulus of new industrial technology.

But most of all, we take these risks because anything must be better than joining the timid masses who grovel at the lair of the dragons, begging but scraps and receiving naught but hot air.

Excerpt From Official Statement by the Executive Council of the Immortal Republic

The Immortal Republic would like to commend the FDCA for its bravery in standing up to the noteworthy nations of the Colombo Treaty. We believe that, having had a neutral observer's perspective, our friends under the sea surely must have a fair and moral viewpoint.

We are particularly shocked that the members of the Colombo Treaty, who fancy themselves the world's caretakers, have let the nuclear wasteland in Northern Africa remain untouched and unrepaired, being the festering sore of wars past that it is. To this end, the IR has taken the terraforming and eventual rehabitation of that area upon itself. In the next few years, teams of scientists will be employed by the government to explore the wasteland and do preliminary research as to its repair. Terraforming is expected to begin in less than 5 years.

Send many research teams to explore and document the state of the yet-unclaimed nuclear wilderness in North Africa (just the large section that is not crosshatched)
These teams will be escorted by a small number of lightly-armed military personnel to manage the transport and protection of the scientists
Research will be concluded at the end of the turn so that terraforming can be budgeted next turn

NBU Press Conference: 'Voice of the Conselho' speaks out

-What does the council make of the new government in the Middle-East?

A good question, we would like to formally announce our peaceful intentions towards the Immortal Republic (IR). We have already begun to lift our trade barriers with them, so you should definitely see more of the IR soon.

-That doesn't really answer our question?

Well, the Immortal Republic is an approved government in our eyes. The people should always support the idea of freedom of speech and the right, or should I say, the obligation, to revolt against its government if it follows the wrong path. I believe the Immortal Republic to be based on ideas of strength and with that kind of perfectionist idea, you can only get a good government. There is nothing to -not- fear, in the Middle-East, their resolve is frightening.

-Well you say they are frightening, and yet you speak of helping them?

That's right, the Conselho has decided that quarrels with the IR is extremely unproductive. We are also supporting the rehabilitation of the African nuclear wasteland, and for that, we are ready to support their terra-forming efforts.

In fact, as I speak, $10 T worth of investment is going to the IR in the form of funds and equipment, to help them in their task.

-Other news then, research has seen you are investing in the discoveries in Antarctica, what are you after there?

Ah, I'm sorry, that is confidential information unfortunately. However, there is a good chance that information will become public soon enough. Those concerned are sworn to secrecy, but, hopefully, it will become impossible to hide.

-Interesting. Now, what of the Musketeer League?

Ah, finally, an excellent point to finish with. Yes, we have joined the Musketeer League and will engage in sharing and cooperating with the FDCA and FPNA for our research. We simply need to send our scientists, and reap the rewards of a powerful friendship, made for our people.

-Thank you for your time, Xiang Fei, spokesman of the Conselho.

    Thank you.

EAU welcomes new members to Colombo Treaty

THE EAU is glad to announce that several nations agreed to join the Colombo Treaty, including the joint Research and Mutual Defence Pact.
"This is a great day for the people of Earth. Never since the founding of the United Nations has Earth been so unified.", said Alexandre Roche, member of the Council of the People and leader of the European Demarchist Party.

EAU welcomes IR on world stage
"We are glad to see the changes by the Revolution in the IR. These are changes for democracy and for the people. As for the acquisations brought forth by the IR and FPNA, we wish to say that three new members are now part of the Colombo Treaty and that all technology has been shared. Any democratic nation willing to join the Colombo Treaty will receive all technology the EAU has to offer, so that the wealth of the EAU can be spread around the world.

    OR Fully Joins Colombo

Following a brief round of negotiations and clarifications, the Outworlds Republics was recently welcomed into the Colombo Treaty as a full member and signatory. One Assembly member was quoted as saying that, "While the Republic is a small nation, we are completely committed to progress, and will do our damnedest to show that to the world."

The Republic has reportedly allocated about $50T to Colombo joint research, well above the minimum requirement called for by signatories.

Breakthroughs Change The Face Of Warfare, Children

Planck Field: Colombo Researchers and Musketeer League scientists both discover this technology, and enough information leaks out of both projects that the private sector finishes it in this five-year period as well.

Researchers have been able to build a device that can alter the speed of light over very small distances. The power requirements mean that it is only useful for millimeter levels of distance, but this alone is very powerful. Using the Planck Field, they can greatly speed their computers, and this change in the speed of light effectively alters the index of refraction of vacuum-- a ship with a Planck Envelope is almost totally invulnerable to laser fire, as they simply miss the ship when they pass through the field. It isn't a true faster-than-light drive, but with some other discoveries could certainly lead to one.

Major bonus to military tech, Minor bonus to civilian tech, 15% bonus to subsequent research. Prereq for Planck Drive (One other tech)

    Posthumans
(Colombo Treaty finished-- private sector at 80%)

The technology for artificial life and messing around with existing life has gone to entirely new levels. The recent advances in Genetic engineering led to unprecedented ability to study complex traits, such as intelligence, general health, regeneration, and longevity. Once researchers understood what made these characteristics, they could alter and improve them. With the breakthrough, researchers are now capable of engineering human-derived creatures with completely novel genes that increase their abilities to well above even the highest of naturally-born humans.

Additionally, they can now apply some of the improvements to living people, but the strongest effects are seen by far in the true post-humans, the oldest of which (1-2 years old) are currently outperforming average college students.

True cloning is now also possible, in that clones no longer require a surrogate mother. Artifical wombs will greatly speed the various factions' cloning efforts.

All these advances worry the average person a great deal, as the new humans threaten to completely replace "naturally born" people. Unrest in Colombo nations has increased considerably, and requires immediate government attention following the announcement of the Posthumans and their abilities.

Major bonus to civilian tech, Major bonus to military tech, direct 10% bonus to GEP, 15% bonus to subsequent research, Doubles cloning effectiveness, major increase in unrest, assets staffed with Posthumans exclusively may revolt. Prereq for Mind-Machine Merger (One other tech).

((Working out now, turn-end post after.))

    NAR Government In Civil Disorder

The Ganymede-based government collected no taxes and provided no services for this entire half decade, which may have been beneficial to the economy in the short term, but the sudden bout of silence from their elected officials has the populace scratching their heads. Will they have to elect a new leader?

Those Strange Clouds Are Mighty Strange.

FPNA and MLRI scientists have conducted extensive analysis of the odd cloud formations in Eisenhower's gas giant, and have been able to determine that there is some kind of device inside the gas giant that's producing variable gravitational and magnetic fields, as well as intermittently screaming in a massive spectrum of radiation bands. The signals are obviously technological in origination, and FPNA researchers are itching to send an expedition deep into the gas giant to have a look at it.

In addition to the Slogans and add campaigns, which would seem awfully shallow if there was nothing else, the government invests in both social projects for those who might lose their jobs to new superhumans in the future and the best education programs money and technology can buy for the new children.

    For Maldiem:

Superhuman technology is applied to as many children as possible. These children are placed in special education centers from the earliest age on, where they are educated and indoctrinated to be loyal to Eurafrica.
Also, the DEUSEX is employed to encourage people not to revolt. This is done in the nicest way possible. Potential revolutionaries are found, and then very, very friendly psychiatrists talk with them about their problems and concerns.

EAUS Government Broadcast: Unite, People of Africa
Large, EAU funded campaigns pop up all over Northern Africa, in those countries who are currently not part of any superpower. They tell the people of the great life that will await them in the Eurafrican Union.
In a project called "Africa United", the EAU asks the various countries of North Africa to join the EAU, promising civilian technology that is state of the art and beyond, large terraforming and environmental projects and superior education, welfare and health systems.

A letter arrives on each of the desks of the major leaders of the sovereign nations of North Africa. A small parcel accompanies each letter, and inside is an exquisite, plump fruit.

    The letter reads:

    Dear [enter name], esteemed leader:

We, the members of the Executive Council of the Immortal Republic, would like to officially extend to you an invitation to join the prosperous nation of the Immortal Republic. The Immortal Republic leads the world in education and civilian infrastructure, as well as technological advancement. Our people are some of the happiest, strongest, and brightest people the of the world, save the honorable civilians of your nation. A union of our peoples, therefore, would brighten the future of this dark earth.

Contained in the parcel that arrived with this letter is a small morsel of fruit. The fruit was grown, using the simplest of tools, in the fertile soil of what was once the Sahara wasteland to the south. As a gift to the people of your nation, we wish to place the responsibility of the rehabitation and repopulation of these newly-repaired lands in your hands. As officials of the Immortal Republic, leaders like yourself would be encouraged to form a Council of African Affairs. This council would not only be a democratic voice of the African people and an integral piece of the national government but also would have responsibility to protect and nourish the north African culture that we value so highly. In addition, we would be obligated to move the capital of Immortal Republic to Cairo, in order to better represent all the people.

I urge you to reject blatant campaigns of propaganda and imperialism that adorn your streets - this is an honest and forthcoming invitation and we will value your decision with the utmost respect. Regardless of your answer, and as long as our goodwill is welcome, we will continue to hold the affairs of the North African people close to our heart. Please enjoy the fruit and consider, carefully, your responsibility to the people of your nation and the world at large.

    Sincerely,
Executive Council of the Immortal Republic

    SRF

Even before the posthuman tech was completed in its finest form, SRF ethic commities and theologicans held great conferences in how to respond to a world where genes can be manipulated at will. They, together with the SRF government came up with the Moscow/Osaka Declaration, named after the two largest conferences, where the declaration was finalised and retified. In short:

*In dabbling with genes, we have opened up a possible Pandoras box. In order to continue to remain what we once were, rules are required.

*Stronger laws for employment security are enforced, in order to secrue that less modified humans are not shut out from their present jobs.

*Human life is sacrosanct. It is nothing that cooperations and the state are allowed to buy at will. All cloning of humans (outside of the womb) is forbidden by state and cooperations. Couples with infertility problems may still use vat embryonisation.

*Genetic modification is allowed, but under certain rules. It is only allowed in families. The genetic basis for the child must be itīs two parents, and genetic improvement can only be applied to the "template" of genes to two parents provide. That way, all children will still be their parents true offspring.

*No genetic modification may be mandatory.

*No accelerated aging process may be applyed. If we may live soon forever, why should we lose our childhood?

*Genetic modification is offered to all families, free of charge. Genetic modification of adults will have government subsidisation

The SRF would also like to remind our fellow democracies that the state exists to protect and serve the citizen. Not the other way around. Dissent in the population is a chance for discussion, not opression.

Outworlds Republic Gains Access to CT Technology, Undergoes Major Economic Boom!

Recent access to Colombo Treaty technologies has resulted in the Outworlds Republic undergoing a tripling of their economy as new techniques and devices fuels incredible growth. Far from being the least advanced nation, as it has been until recently, with technology lagging some three decades behind Solar averages, it has now raced to the front, with technology on par with all other Colombo members, and slightly ahead of several other nations.

Excerpt from The Economist Special Report of Posthumans

...Of all the nations to recently introduce posthumans, the Outworld Republic's case is in many ways the most and least interesting. As many people know, the smallest Colombo nation has compulsory voting for all citizens above the age of 20; what many don't know is that voting remains optional for those below it. There is effectively no lower age limit for potential voters; nor, indeed, much of any sort of limit at all. As put forth in the Articles of Republic, "Any sentient entity which independently so declares itself is eligible to vote so long as they are willing to demonstrate a dedication and commitment to that act." Currently, demonstrating dedication and commitment involves obligating oneself to vote continuously for a period of three months, subject to stiff fines.

While the word "independently" is often considered for close interpretation, what this means is that Outworlds children of all ages can and do vote at times during their youth, though many of them tend to become bored with their franchise, and allow it to lapse until their 20th birthday.

Another interesting effect, however, is that there are vast legal grounds for permitting posthumans to vote - and, indeed, this is a right that many of them have chosen to exercise. In response, there have been a number of attempts to alter voting laws in the Republic, generally by adding some sort of concrete lower age limit; however, so far the most successful (and least restrictive) of these attempts has failed by 20%/80% in the Assembly, indicating that no more than a third of the Republic's populace supports the effort. Of course, none of them have yet officially failed, due to the 10 month communications turnaround with Alpha, but the attempts have, effectively, already been defeated.

In addition to removing the age issue, the OR's unique franchise system has also made posthumans' modified genomes and ex vivo gestation, the other two major points in the "Posthuman Problem", nonissues. Interestingly, these are a legacy of the Republic's refusal to accept the vat-grown meat products popularized by Atlantis and Ausland nearly a decade ago, which established both genetic modification and in vitro fertilization as having no effect on the legal status of an entity as a living being.

Welcome, citizen of the new world! For we are now almost virtually eternal, and we can become the quintessence of the human race. The Conselho, currently working on the development and implantation of newest technologies, has issued an important statement:

'From 2142, every newborn will have the opportunity to be genetically modified. All enhancements are available for the public, and those that donate (Free of tax) towards the MLRI fundraiser will be kept updated on any new technology breakthroughs. Generous donations of over $10,000 will have access to a new range of gene modifications which are not yet experimented and tested for the general public, however, not only will they be the first to have access to those gene adjustments, they will also pave the way for the general public, making the adjustments safe and painless.'
