I'll go ahead and take my shot now since the ref question concerns my movement anyway. Maybe I'll get lucky and it won't make a difference.

I'll expend my psionic focus and attack with my eldritch blast using Psionic Shot. Since this is within Point Blank range, we'll also be looking at +1 attack/damage.

Ouch. Beat the touch AC by 1... and Dropped me to 3 hp.

Question: I was in G-17 and you in I-15... would you need to move closer to shoot? I would think you'd have to be right on the ledge.

If nothing else I should get cover.. which would make you miss.

Well, since you're still in the Fog Cloud... I don't think you could target me, regardless of your position.

A creature within 5 feet has concealment (attacks have a 20% miss chance). Creatures farther away have total concealment (50% miss chance, and the attacker can’t use sight to locate the target)

Or I'd get a 50% miss chance... which I'm ok with...

If that's the case, we might have to roll back a bit and let you re-take your last action. We'll see what the refs say and figure it out.
