I don't know why the first one died (it was during the period my laptop was being wiped and rebuilt for 2 months) so it might not happen, but with two other cities, one with rampant crime, the other with a semi-totalitarian government (if only because democracy would be a nightmare), I can't see it being used.

Though, OOC, I have plans for a plot that, if Courier plays his cards right, may give Rae enough reason to at least let him into LANTERN. It won't be easy, but it's entirely possible that it could happen.
