You do realize this is an instant I Win button against non-solaroids on the ocean, right? As you have it written, the paralyzation function cannot be overridden by any means other than being a solaroid or having your ship built outside creation (unless I'm reading it wrong, in which case this is way underpowered).
I probably wouldn't allow this in a game. It's not even that it's ridiculously good against most foes my players would face, it's that it makes beating them boring.

It is meant to ensure that, if the Solar wants to fight you at sea, he will. It is not supposed to ensure victory. I was thinking of dramatic boarding actions, rather than Essence artillery from miles away.
I could try rewording it to show my intent, but I wouldn't know how.I use black for sarcasm.

That would be awesome, but at the moment it does still seem too well suited to essence artillery and/or "I avoid fighting you at all because you just can't keep me from seizing my objectives."

I could put in a note that says "If the Solar or his vessel moves appreciably away from the paralyzed ship, [insert defense here]". This at least prevents the "avoid fighting thing", since you have to keep close to the ship (relatively).

Doesn't really work, cause then the solar just stands on a cruddy ship and has other ones bombard it/run away.

Well, alternately, the ship might have to approach the Solar's ship, but can defend itself normally, as if sailed by its current crew. The main problem with that approach is that it doesn't feel quite as royal and lacks the impending doom feeling. I really want to keep a feeling similar to the tractor beams in space opera.

Not really. It is much more scary when your ship completely halts, heedless of wind and waves, waiting for its Solar master to arrive and relieve it of its command. The tractor beam part was more about the intended mechanics and less about the fluff part.

If you made the Charm only function if the Solar using it was moving towards his target at max speed, I think that all the concerns raised about it would be voided.
Also, if the enemy can escape it because their allies (or, well, the Solar's other enemies) divert the Solar, that's pretty cinematically appropriate.

Balance-wise, probably. I can still do it, of course, just to make sure the Charm sees use. I'll just note that I considered such a thing before I posted the Charm, but decided against it because I did not want the Charm to force the Solar's hand.
The ship can escape the Solar if its allies cause problem for the Solar, but only if the Solar is dead or near-death. Which would be pretty epic, of course, but I don't know if it'd be worth considering when it comes to balancing the Charm (for one thing, not everyone can count on allies).I use black for sarcasm.

As it stands now it fails its stated design goal. I feel that the "force the ship to come" best suits what you said you wanted to do, even if you disagree. And given that the opponents most likely to engage an essence 5 solar in naval combat are either immune to the charm or are dragonbloods and bronze-heads, I think you can fairly safely rely on them having allies to intervene if you put such a clause in.

I could just say "if the Solar abuses this power by not heroically boarding the ship, the ST might punch the player in his stupid face". But that would be a cheap cop-out.

The only problem arises when the Solar who abuses the Charm is an NPC, and the PCs are playing non-Solar-tier Exalted. An additional rider of "If the Solar abusing the Charm is an NPC, the ST has to pay for all the pizza, in all the games he is in, forever" might be required.

Do... you mean the Locust War? Because I liked that book. It gave me so much lovely, lovely rage. I could feel it welling up inside of me, filling me with strength and purpose and this kind of savage, joyous tingling in my stomach. Then I kind of blacked out for a bit and when I came to I was surrounded by shredded paper and had somehow acquired a newly stuffed bear. Haven't found my copy of that book again...

I think your charm (or at least a variation) is in the movie once or twice. Can't say much more without spoilers.

I figure that she'll try to pry the thing off her, but right before she does so, Malfeas ends up noticing her because she's no longer acting like a peer (which he has to ignore the implications of), and is acting more like a stupid underling. They go out on a date (blowing up Gem in the process), and Swillin decides she's okay being stuck in the 200-300 IQ range if it means being happier.
Later, Isidoros finds her sitting in a field, trying to shove a circular Hyperion Key into a square Essence Capacitor, and teaches her a valuable lesson about not compromising one's own integrity and identity for the sake of others (while in the process of greasing his pompadour). She thanks him, and pulls the core off, flinging it high into the sky.
Where it catches the winds of Adorjan, and she happens to notice little difference. "Lets go buzz that big green light in the sky" it'll say. And she'll reply "THAT SOUNDS LIKE A GREAT IDEA", and then recoil in horror at having spoken something.
The Yozi should really star in a series of children's books.
