The airships are supplanting naval transport craft, true, but the process won't be completed for a while yet. We're building airships at a respectable rate but they're completely new technology, and there are a lot of naval craft. However, as ships become available you can feel free to buy them as a civilian enterprise. Of course, we will not be selling anything officially from nation to nation, for political reasons.
