Our efforts to survey and begin the repairs of the old city walls have run into a large problem. Mainly, the organized efforts of dozens of smuggling operations to thwart us and keep their holes open. We need more men and coin, but this event fully proves how necessary the work is. The economic situation of the city will not improve if we cannot control what goes in and out, have everyone pay proper taxes and tariffs so our industries remain competitive and keep honest traders in business and finally to prevent the degradation of the lower classes to the vices brought in from abroad, as opposed to vices already present within the City that Sav Altulans can profit from.
