Although the plotgoblin genocide comic was non-cannon (since it was a sattire towards the multitude of plots, sub-plots and characters), a reincarnate spell could, theoretically, make a dead plotgoblin director into a human director.

Karen Dewey, my new character, doesn't have any physical abilities that make her more special than any other person. Stephen Mask may count, but he had a slice of cartoon physics that allowed him to circumvent the law of physics.

And quite a few people in Plot 3, since you don't need superpowers to use technology.

Q is either really powerful or REALLY weak depending on a number of factors. Currently in the plot he is in the "weak" phase.
