I think he looks miserable in the rain, trudging along with all the mundane crap you need at low levels, compared to the God-like power you need instead at higher levels.

Meh, I've always preferred mostly "mundane" characters, or mundane ones with some magic to make them a bit cooler, than just straight "I USE MAGIC AND WIN" characters.

Reminds me of Greater Missile Storm in Neverwinter Nights. In this vid it's modded to last a lot longer than usual, but you get the idea.
I also never noticed how rediculous that game gets at epic levels. But that's D&D with a 3d-Engine.

Sadly, the effect does not really live up to the graphic. 40d6 damage, especially spread out among 4 damage types so 4 different resistances can all kick in, is not very impressive at that level.

Isaac's Greater Munchkin Storm is single-handedly responsible for blasting being powerful against single targets at high levels, though. Seriously, Disintegrate's damage with no save and no attack roll?
