I just noticed a bit of a parallel between Elan / Tarquin and Roy / Xykon. Tarquin tells Elan to go off for a few years and adventure whilst angsting, etc. before coming back for a final duel. Similarly, Xykon tells Roy to go off and level for a few years so that he can come back for a final tussel, "Hollywood style."*

yes, there is a wide gap between naming them. But V was named first and then the Giant needed to introduce a character who was 'V's Opposite'. Yeah, i'm sure it's a total coincidence.

But wait theres more: Pompey was also a roman general, an enemy of...Julius Ceaser. There's also the fact that Pompey married Ceaser's daughter...Julia. This name is meaningful of Pompey's love for Julia and the fact that he struggled to beat her.

A lot of the names seem to be Latin-based. For example, General Tarquin could be named after Tarquinius Superbus, the last king of Rome before the Republic was established.
