Not really a webcomic per se, it's from Gaia Online; it's a website intended to host a big bunch of forums, and you play dress-up with your avatar, but it also has storylines and games and other not-very-serious stuff.
This pic is from a storyline that's at least 5 years old.

Of course they aren't. She's a gnome, not a human. She stands only ~3 heads tall, instead of the 7 humans tend to stand at. They have Chibi Proportions (At least in that universe)
However, I am seeing a problem in that her torso has an extention where it really shouldn't have one.

Well, yeah, I know the proportions are supposed to be off. Doesn't mean they aren't off a human norm, and thus would look odd to us.

She looks like a sweaty mucus-glob with ears the size and shape of bananas. And there's no possible explanation for what's wrong with her hair (maybe she gelled it like that? But why would she die it blood-red?). Her outfit screams "attention whore" and a stiff breeze would show you basically everything (not that I'd want to see that, mind you).
So yeah, ugly and vaguely creepy.
