I somehow missed the STR damage. It then depends on the wording of the ability. If the STR damage is applied only if the attack did damage then there is no sneak attack damage either.
No, he can, but 15 is subtracted from the result (1d6+20+sneak attack damage).

However, that's handled differently. Attacking an armored creature with a whip does no damage. Strength and/or sneak attack don't matter. On-hit effects that don't involve the whip doing damage still work. A Disrupting whip would still work on an undead creature, a Duskblade can channel a spell (even a damaging one) through the whip, etc.Kaedanis Pyran, tai faernae.

I am not sure I follow. According to SRD, "Spellcasters on the plane are considered to have that feat or feats for the purpose of applying them to that spell. Spellcasters native to the plane must gain the feat or feats normally if they want to use them on other planes as well."
What's the source of the "at time of casting" limitation?

Generally, a plane's magic trait (whether normal, wild, enhanced, impeded, or limited) only affects how magic works on that plane, so it has no bearing on the same magic used on other planes. See also the specific text of the plane's Enhanced Magic trait, e.g. for the Plane of Shadow:
Spells with the shadow descriptor are enhanced on the Plane of Shadow. Such spells are cast as though they were prepared with the Maximize Spell feat, though they don’t require the higher spell slots.Rhymes with "Protracted."

A 175: Nonlethal damage withsomeghing like a sap is a quality of the weapon, and unless you are using a particularly banal reading of Ij. Focus (the rule requires you to draw the weapon, but didn't actually specify that you attack with it), what it provides is extra dice of weapon damage. So you would get extra nonlethal damage.

Are there any prestige classes that grant cleric casting (or access to the cleric list) without already requiring existing caster levels? For example, the Corrupted Avenger provides Wizard casting - I am looking for something similar but for the cleric list instead.

According to my spellcasting class database, the following standalone prestige classes offer casting from the cleric list: Ur-Priest (Complete Divine), Knight of the Chase (Dragon #297), and Ocular Adept (Faiths and Pantheons).

Q181: The Least Weapon Crystal of Return (MIC, p.65) allows you to "draw the weapon to which it is attached as a free action." The wording here is very similar to the Quick Draw feat, which specifies that concealed weapons still take a move action to draw. Is there any reason to think that (by RAW) a Least Weapon Crystal of Return would have the same caveat?

It is an extraordinary ability, but it is not listed in the stat block as a special attack, so no.
Icelance is not a targeted spell and is therefore unaffected by spell turning.

A189: Becoming deathless is technically not becoming undead...
A creature touching a thinaun weapon at the time of death has their soul sealed within the weapon. Presumably other soul-trapping or destroying abilities could keep a creature from becoming a petitioner.
