It "worked" against someone under a domination effect, which might not be a meaningful indication of much, considering the language in the dominate person description about the subject's limited capabilities while following orders.

We could list it as a dagger that deals 1d4+plot damage :)
Let's see what we can do with that. The disguise check gets a -2 penalty because Belkar is a different race (how on earth is that only -2 by RAW?!) and -6 for age categories, whereas Thanh is a member of a paladin order that associates with the ruler of Azure City, for a +6 to spot. Add +2 to disguise for the masterwork cat.
...and I don't think that tells us much, considering it's an opposed check (if Thanh didn't know Shojo he would have taken 10) so if Haley rolls an 18 (-6 = 12) and Thanh rolls a 4 (+6 = 10) then Haley would still make it.Guide to the Magus, the Pathfinder Gish class.

Wouldn't it be Belkar who had to make the Disguise roll? Acting and imitating mannerisms is part of the check.
We also don't know that Mr. Scruffy only gave +2 to the check; in Thanh's confused state, it may have granted considerably more. Considering Haley's comment at the time, I'd say the cat gave a very high bonus.
Haley may have granted an additional circumstance bonus if she has a high skill modifier and since she made the actual disguise; but the opposed roll against Thanh must have been Belkar's.

The attack Roy shows in the strip 917, could it be Whirlwind Attack? If so, then he should also have at least Dex 13, Combat expertise, Dodge, Mobility and Spring Attack as they are prerequisites.

I thought of it because it is shown as only one attack, but I think you are right, because here he uses the same kind of attack while charging, so the one in 917 is not necessarily a Whirlwind Attack, although it shouldn't be discarded.

To the long-dormant point of whether we should treat the absence of AOOs as evidence for feats...

Since I don't think it's ever been repeated, I'd put it in the same catagory as the one-shot gag of Tele- -port. That is, something Rich thought was funny/interesting once, but never returned to it.

This one, conversely, treats it similarly to calling your sneak attacks. Further complicating the issue in less 'specialized' circumstances is that it's often less than clear just when combat rounds start and end and whose turn it is in any given panel or portion thereof.

I couldn't find anything better with a quick scan either. I dunno about it being a good basis for assigning him less than 10 int, though. Especially since a person with low wis and cha (which we know Belkar to have) and average int could easily be considered "not the brightest torch."

Can't we pinpoint a bit more about Haley's leather armor?
From the costs mentioned, it is either +4 or +5. For all the haggling, the seller gives Elan the right price for his belt (4000gp + 50% for different slot), so I think it is actually +5 leather armor.

We don't know what exactly Malack's race was - legless lizard folk, yuan-ti, something else entirely - so we don't have proof of his racial HD or overall LA.

Mighty throw only allows a toss of up to 10 ft. It looks to me like Durkon got tossed farther than that.

It's a bit hard to tell in stick-figure style, but note that Devastating Throw requires Tarquin to move 15 feet. Durkon was right next to Tarquin before he was grabbed, so I don't see how he could have done this. Unless you're counting "spin in one place" as moving 15 feet.

No, it just means she has at least +16 to hit, which I suspect we knew already:
"For every five points of base attack bonus you have above +6, you may add one additional arrow to this attack, to a maximum of four arrows at a base attack bonus of +16. However, each arrow after the second adds a cumulative -2 penalty on the attack roll (for a total penalty of -6 for three arrows and -8 for four). "
