Well, a reverse Atlantis situation would have the city start on the water and end on the land, these would theoretically be cities that started on land and were submerged after the Cataclysm.
Avbaroy has a lot of secrets hidden around the place, and whilst forces like Threeshades work to uncover the big ones, there are forces at play to keep them all hidden, right down to the little ones, which may very well include "lost" cities underneath the swelled oceans.
Even then, it's only a possibility, though I've certainly got at least one city in my old archives that would cover the mark quite nicely.

I think I was killed by Randomizer in the first days of Threeshades' entry into ABR, pre-plot, largely because I was among the first to attack her.
During a lull as I thought how to remedy Lying's dead status in-canon, I had a "beat up Nightwing" stand for those that paid the toll. That seems to have served as my Nightwing kill, since it was eventually agreed the Nightwing "picture" on the punching bag I used was actually Nightwing himself pressed flat and glued to it.
