If 98 is beer, what the heck is Vista?

Is it this? I was excited at first. But then I realised that it's a phone-game, that is also playable on PC.

Or maybe it's whatever the garbage code was that made Chaos Gate unplayable due to a glitch from Windows XP so severe that not even 'Compatibilty Mode' to '98 could save it?
