Well, Pages aren't supposed to involve themselves with humans (see: Roy), but maybe the Pages thought Russia needed to be protected. So they used Freezers against the Germans (humans) at Stalingrad, iirc. Seems like a rare example though.

Maybe it is more what you'd call "guidelines" than actual rules... or a group of pages got together and decided it was in everyone's best interest if Germany did not succeed. Or something.

Fayd- I doubt it. They seem to have children and live like any other humans, just with spells and innate abilities. I'm guessing they maybe have a slightly higher lifespan, but due to combat and intrigue, most don't get to that age. I mean, most of the Pages we've seen are teens, with the exception of Tony's dad and Reeves.
Kumo- Good point. Maybe the laws have changed during the Cold War? Most plots in the "real world" have something to do with Nazis/the Cold War.

I just made a connection! If the Freezing Codex defended Russia during Operation Barbarossa, than what if the Candle Codex worked with the germans, creating the fire/ice opposition. Also, the Black Forest of Germany are one location where some 'corpse candles' have been sighted.
But I'm not smart, so I might have effed something up along the way. Just tossing this out there.

I smiled at how you connect history with this comic
I suppose the freezing is one of the more subtle ways to interfere with the normal world. I mean, creating a chilly winter is one thing, but to bomb a city with pumpkins is somewhat... less subtle
