Plenty of Shinigami are those who died in the Mortal World, then passed on to Soul Society. Not sure why you thought that was some tiny minority.

Everyone is born into Soul Society. Your forgetting new souls in Soul Society are those that pass on from the mortal world. So in essence, he's not unqiue because thats how everyone passes into the after life. Shinigami are just said souls with a large ammount of spiritual pressure. Anyone can become one if they've the talent for it.

No... the souls that are Konso'd appear in Soul Society as they were in life. I reference that parakeet kid.

The souls that are born into soul society are new souls (at least, that's how I thought we agreed it works). As in, entirely new. Balancing out the Hollows (and the Quincy, to a lesser extent), and accounting for human population growth.

Thats the only time its mentioned. I thought it was a one of and only worked for Jibaku-Plus's. Not Normal Plus's. Not sure how ours work, if we decided that at all.

I'm pretty sure characters have been built on the assumption that people get sent on from the Mortal World, and appear in Soul Society in a similar body to their mortal one.

In canon, I point you towards Rukia and her sister. They were on the mortal world, then died while Rukia was an infant. Then Rukia grew up in Soul Society.

I don't see why we need to change that, it's a fairly sensible system.

But the point with Terry's character's comment stands; he's hardly rare.

Well, aside from the fact that all Shinigami are in a manner bounty hunters. Unless we're doing away with the bounty on Hollows in the mortal world. No real problem here.

The "bounty" on Hollows is more like a "duty to preserve the balance of the universe" than it really is Bounty Hunting in my opinion. This character I'm thinking of will be very different.

They still have to hunt the Hollow down by tracking. Its still very much like a Bounty Hunter set up. Bad hunters get paid less. And they call it a Bounty as well. It was just a point to be brought up, nothing wrong with the character idea.

The difference is that Shinigami have to track down hollows in their area, while bounty hunters are given specific targets to find and hunt down regardless of location. Offense vs. Defense if you will. That's what I meant. The two systems are quite similar.

If I recall correctly, at one point Rukia laments that they didn't get paid as much as they she would have liked for the Hollows Ichigo had killed.

They have to. In order to go out for booze sake as often as some of the characters go.

There's probably a "base salary" that everyone gets, and then the bounties beyond that.

Whereas a Bounty Hunter would likely live entirely off of, well, bounties.

They must. We've seen characters go shopping and such. Its even mentioned that they do in the Colorful Bleach 4 Omake.
