Of course the conference itself is in our opinion a wash at this point, both because of the non Americans bringing their squabbles with them and because of the regime change in the CSA, but we feel that several of the agreements could go through on a smaller scale and still be successful. And as the three most stable countries on the continents we have the highest chance of making them work.

First we feel that a mutual defense pact between our three nations would be beneficial. Especially seeing the CSAs new found belligerence. The mere presence of the pact and it's guarantee of our three nations working in concert would most likely make any potential belligerents think twice before attacking one of us.

Second our proposal of a mutual research agreement. We believe that such an agreement would be most beneficial to us all. We do however request that the project not be clean fission as we have recently developed clean fusion which is much more efficient. To help cement our relation we our willing to give this technology to you in order to help your own countries. It has already boosted our economy by (-) and the presence of cheap, plentiful, and clean energy has the potential to do even more for us. We do request that you pay us (- economy), but that is merely to cover a few of the more expensive aspects of its research. As for the research project itself we have been looking into the field of quantum computing. We feel that a breakthrough in this area would provide substantial gains in all areas. What do you think?

Thank you for your interest in Sanctum culture. Hopefully our summary is sufficient to give you a general idea.

After the tragedy of last century, the former state of New Zealand was relatively unharmed. However, their small population of only a few million were quickly overwhelmed as tens of millions of refugees swarmed the two islands. An immense project known as ‘Sanctuary’ was started as a ditch effort to contain the mass flow of people, a project that artificially linked the northern and southern island where refugees could stay. Though the project successfully was implemented, it did not do enough to keep the former government from collapsing, or from keeping all the refugees contained.

For several decades New Zealand was consumed by anarchy, and the capital city of Sanctuary was turned into an industrial, urban nightmare. Disease, crime, and industrial accidents were left unchecked. The city was split amongst dozens of gangs, and a few warlords.

It was close to the turn of the current century when a team of scientists, researchers, biologists, engineers, and mathematicians came together, all refugees from different nations, to create the perfect human. Some did so for political reasons, others purely for the scientific possibilities. Tens of thousands of man hours, and countless funds were put into the project. After several years, a successful sample was created. Unfortunately the men and women behind the project were not without flaw, and turned upon each other, each trying to use the newborn babe to their advantage. One of the creators, Dr. Winheim stole the child and took her deep into the heart Sanctuary.

The child grew up to be the leader known as Alsandra Winheim. By the age of six, she already controlled a fifth of the city, and by thirteen she was the leader of new nation known as Sanctum. By fifteen all opposition had surrendered or been defeated, and Alsandra, along with her followers, brought Sanctum out of the pit of despair it was in, and forged Sanctum into a new nation, finally opening its doors to the world in the year 2125.

This year proved to be eventful as Sanctum was on the brink of war with the Triumverate when the latter attempted to annex Indonesia, as well as waging war upon the Great Fleet, forming a coalition to free international waters. Worship of Alsandra in some form or another had dramatically increased worldwide, and there is not telling what the future holds.

As to Sanctum, almost fifty million people reside in the capital city of Sanctuary, a city still plagued by overpopulation, but one that has drastically improved on a yearly basis. The remaining thirty plus million are located in several smaller cities north and south of Sanctuary. International reports have discovered that Sanctuary is one of the happiest places in the world, not because they are the wealthiest, but because the average person has had their lives significantly improved over the past decade. Roughly half the population worships Alsandra, and over four-fifths of the population currently are satisfied with Alsandra ruling indefinitely.
