Its just another part of the whole odd view on what is and is not inappropriate. For whatever reason, bare boobs are R rated, while bare genitalia, (in this case referring to body parts needed for making babies) instantly bump the film to nc-17. Its just the way it is.

I -think- the character we are seeing (褝) refers to undergarments, my roommate has said he has seen it before in reference to just (young) women in general, but neither of us are 100% sure. It IS 3:45 in the morning though, so it could be something really obvious that the both of us are just missing.
