and then wound allocation is a minigame all its own, because where that wounded Custodes is in respect to its unit now matters, and its always the 2-wound weapon platform that moves in front of the Guardians unit and you've brought back positioning and 'yes it is in range' 'nuh huh it isnt in range' to the game. Not to mention. moving during charges / pile ins is now even more cumbersome than before. All for what? for a correction in the ITC format? for a more 'narrative' feel?
We got to this state of things due to rocket tag, where people would forego troops or take the very minimum tax of them just to be more killy. Now troops where even a model can make it alive can make a difference; if they cant, then why take them? It ****s even harder on factions without proper troops, and brings the game back to an state that was causing a global decay of the game, as in. the end of 7th.
Per your example, it doesnt matter how much PR Warriors get. They are slow as hell and trivial to kill. If they cant even secure an objective because they got shot, they go back to the trash heap, narrative be damned. Lychguard on the other hand can stay alive longer, so despite lower PR would be the go-to choice. If Necrons didnt suck, of course.

I don't understand why you're bringing back musical wounds, when PR for a unit is based on the model count, not wound count. Also, this is 8th Ed. Musical wounds died a while back.

If you could justify 13 Points each for a total scoring value of 24, they wouldn't be bad. 10 Necron Warriors would have the same scoring value as 20 Poxwalkers.
Under the current system, 20 Poxwalkers has double the models than a Warriors unit, while also costing half as much (half, double...This makes sense).
But, the way to score Objectives is vastly in favour of Poxwalkers.
20 Warriors on the other hand, can survive any number of Elite units making Turn 1 Charges and with their value of 24, will still hold an Objective, even after casualties. But you also paid 260 Points for 'em. So they'd better.
The game, currently, is strongly in favour of MSU - which coincidentally all have low PR - especially in the Troops role.
This doesn't make a whole lot of sense, because units with high PR, should - logically - be better on a 1-to-1 basis. 3 Plague Marines shouldn't be more valuable than a Knight.
When it comes to scoring Objectives (i.e; Winning the game), the current game is a lot like original AoS - one Gretchin model equals one Guilliman.
Here's hoping that Chapter Approved '19 makes new!Maelstrom mainstream.

Aren't Objectives taken by Wraiths and Flayed Ones?
...I'm also ignoring that Flayed Ones should definitely be Troops.
