They are. They can't use the missiles in Engineering because damaging the equipment could do more harm (Though the fields don't work on objects, add an extra infinity to the infinity of the generators...?)

Because Threeshades' ancestor Sildyu used the amulet of the dragons to enslave all the dragons and now Threeshades is trying to find the amulet to control them again.
