I've actually been trying for ages to work on a mix mashed system for PnP that can be played either online or in person, but right now it's horribly unbalanced and missing dozens of rules (But oddly, playable with some ad-libbing). Might be neat to grab a few people to help me fix it up so that it's playable, but right now I'm actually in the middle of a huge overhaul, so it might be a while before there is another working version to mess with.

How about, on that line of thinking...The FLYING FISHMAN!
A cloud of amphibious literally flying fish (butterfly wings!!! )follows him everywhere, although they are apparently not under his control. Instead, they circle him, obscuring all but his glowing silver eyes. He is therefore very hard to hit, and he wields a harpoon gun which he shoots with deadly accuracy.
The Flying Fishman is a cunning foe, and suitably mysterious. His true looks are unknown at this time, as even though the fish move to give him room to fire, this rarely reveals much.
If that's too surreal, then we can replace the fish with something else, like moths or butterflies, and his harpoon gun can be replaced with a bug zapper-style lightning generating thing.
Would this be possible?

I, myself, had been thinking of superheroes and villains recently, since my friends said that I was evil. I told them to fall into the Sarlaac pit, stole a can of Chicken Broth from them, and repeatedly harassed them. (Note, we were all joking.)

Alas, right now I'm devoting my holidays to working on Incarnation v0.7 (My completely-from-scratch pnp system) and I'm almost done the attributes, which are the bones of all other things in the system. May post that part of it here in a spoiler for people interested in helping out or just interested in how the system works.

Welp, what we're looking at here is Concealment 2 (Visual; Limited: Partial) with the Drawback that he loses his concealment if he fails a reflex save vs. an area attack or something like that, since all the flying fish fall down unconcious.

Alright, cool.

Hmm...what if the harpoon gun has a very thin, very strong wire that is attached to the harpoon? The line will automatically disentangle itself from any enemies and draw the harpoon back into the gun.

He could have a bunch of minor powers as well. You know, a little super-strength, some precise shooting feats or whatever, maybe trick out his harpoon gun as a device with different modes that wind up being powers linked to the device, etc...

I'll put it this way.
At the current power level, Zoomy, the fastest character, can run around the whole world in 1 and a half hours. She can also phase through objects and run on water.
You may need a little bit of a boost.
