Hmm after only seeing a silhouette I'm unsure whether the guy in the toilet is a harpy like Charlie or not. (If so that that would make two harpy bird men when in myth the harpies were all female if I remember). Could be any number of other winged type people or a different extra set of limbs. Maybe it’s from the mantid codex.

Either way I think it's a pretty safe bet that he’s the guy who's descending.

I don't think its Charley, and here's my reasoning why. First, I don't think bathroom breaks are allowed in a FFA until the fight is over. Second, if Charley was the Descending one, that would put his page gang under primary suspect #1 for the ink, thus putting the series on the fast track to ending. And I don't think Elagune wants that.

Well. If his name is like any of the others, that means we're about to see a Fallen Descending Angel. Hadn't occurred to me that the Descending Page might not actually be competing.

Could possibly be a 'didn't know what this was, and now is hooked' thing, if it is an angel, and not a !Charlie (he does seem to have goggles as well), and alternatively, I could see ink usage (or forced injections) causing a breakdown in whatever expected behavior you'd expect coming from a page.

Wait a second, though.

Tiltstone is set in a world where most people are unawakened to the fact that there are pages. There has been little to nothing to suggest that there are pages infiltrating the local government, and even if there were, enacting a law about a substance the normal population has not heard of seems strange and a good way to get people to find out about something that is normally kept secret.

Unless I missed something about the political structure of the Pages/Librarians and such, there is little reason to effectively make Ink illegal.

Though an Angel that is downing a drug that makes you turn into a crazy person and then into a monster has questionable morality and since it is an angel, he was probably forced.
