I'm not sure it is actually an assassination attempt. It looks like someone is crumbling in the ceiling, and the only people we know so far who might be antagonists are the Joy group, and their method seems to be some weird mind washing thing, and they target criminals.
It might be some kind of misdirected magic attempt by Miss Veda or Professor Nul, or something similar. Alternately, it might be some kind of general attack.

Experiment: "Make villain look like something that's usually a "cool" good guy" is a success.
People actually care for a character who has done nothing that deserves sympathy when he's shot.
And he's not an elf, people just call them that because they ended up the same way!

They can pretty much do both; but it's faster and more convenient to have it ready and manipulate it; rather than growing it on the spot.
He seems to grow some form of branch out of his fist, or did that grow out of his bracer?
He manipulated something he grew prior, because in-combat manipulation is far faster.

You know, Experiment: "Make villain look like something that's usually a "cool" good guy" has been a brilliant experiment. We see a character, who obviously has strong motives, looks awesome, and has magical ability, and it doesn't matter that we only see him for one comic, we still feel sorry when he dies.
He appeared for five panels, including the one he got shot in. Yet people seem far more upset than they would be if, say, Emperor Awesome-hair, got killed.

I'm going to be different and decide it's awesome that the elf just got shot in the head. It's about time people realised that it really is just easier to shoot the bad guy than have a 20 panel fight with him where no one wins.

You know, I suddenly have to ask myself a question- why on earth am I (we, if there are more people who share this view) thinking of the Joy group as enemies? Sure, they're rather creepy, and sure they seem to be doing some kind of brainwash stuff... but that shouldn't necessarily mean they're out to do bad stuff and bad things. Maybe they're just a bit warped and/or misguided.
It makes me wonder, therefore, why the emperor and his guards are considering them as enemies. If they're pacifistic, wouldn't that mean (at least in the eyes of people who didn't know quite what they could do), that they aren't as much of a threat? From what the emperor and his group knows, they have means to expand their ranks and influence to an unnatural extent- but they don't know if they're there to cause harm, just that there are a lot of them there. I guess it would be disturbing, but what can he do about it?

Comic 21 [51 sorry, I got them numbered differently on my comp ] actually gave an interrupted idea of what the goverment thinks & knows.
There's never a direct declaration that the joy group can be considered "enemies" by the Empire; but imagine being in their shoes.
If there was a group abound that appeared capable of instantly transforming even the sickest madman into a total pacifistic supporter of their cause, after which he'd surrender himself to the state knowing that his penality would be public execution.
Eventhough they've never done anything that directly works against the state, you can't do anything but fear such a level of brainwashing.
I will state though, Joy's an antagonist within the story; but they're not "evil"
I could actually imagine people supporting what they represent when all information about them is properly revealed in the future.

Doing bad things isn't joyous, why would anyone who knows what true joy is like ever want to do bad things ?
Knowing joy is the only way to salvation, why would they be misguided if they know in their heart that joy is the only path to true world peace?
