Many thanks for the ideas, but I'm afraid that I'm reluctant to implement them. I'm trying to figure out a power that acts as support and only support; no directly offensive utilities if at all possible. Also...
Hive mind (connect several people into a telepathic web).
Hormonal boosts (adrenaline rushes, pain resistance, etc).
Cognitive enhancement (speed of thought, clarity, ability to focus).
Healing (very obvious, but worth a mention).
But again, I appreciate the ideas.
(I probably should have specified what I wanted earlier, now that I think about it. )

It is your choice for such a pm I think. If it is a secret then it is secret. But to think 'next story arc' after 'now story arc' but I don't know what 'now story arc' is either. My thought was also of 'what is Academy City doing?' if it is different from story, maybe that is important to know for characters too.

So I've been wondering, how does an ESPer gain a level? Not that I plan on letting Jane level anytime soon, but is that only during a test or is this something that could develop naturally? Like, your char is under great stress and starts manifesting new powers?

I'd say it's a gradual process.
For example: Tsubasa is Level 4, with a current maximum windspeed (if manipulating large amounts of air) of 60 km/h. As she enhanced her abilities, she would increase her maximum windspeed (again, manipulating large amounts of air). She won't suddenly jump to whatever I've put down for Level 5 when she achieves it (which I'd like to go through IC, but only once it's appropriate and when the community lets me).
Theoretically, Level 6 for her would be in the area of 240 km/h windspeed. Or controlling the wind over SEVERAL city blocks.
...yeah, let's not have one of those.
The actual process? Mental training, probably. Not sure of the exact process, but cultivating an 'inner reality' seems to be part of it.

ESPers gradually become better at using their powers, through combined effects of training and use of psycho-active drugs. "Training" includes using and experimenting with their powers (like with any ordinary skill, really), meditating, studying physical phenomena and AIM field theory related to their powers, doing cross-word puzzles and so on.
Then, a periodic Level check-up comes around, and a bunch of white-coats do some tests with your character, and based on results, they assign a level to you; it might be higher, it might be lower, it might be the same, depending on if they can detect any change from previous results.
This is important: ESP level is not hard-as-rock, fool-proof gauge of powers within the game world, nor is it updated in real time. A level 1 might reach expertise rivaling a level 2 or 3 and remain as "level 1" because he hasn't been tested in a while. Potentially game-breaking powers (Like Touma's anti-extranormal hand in canon) are classified as level 0 because they can't be measured in any sensible way."It's the fate of all things under the sky,

There is indeed at least one air user already floating around (no pun intended). However, her sphere of influence is centred around creating and manipulating wind currents, rather than specific gases like nitrogen. So yes, there should still be plenty of room for other varieties of gaseous manipulators in the game.

The power itself was going to be power over one's own body. Not in a shapeshifting sense at all, and not even in a way that technically breaks the laws of physics; it's just that when his brain tells his body to do something, it doesn't argue. Whether his brain knows exactly what to tell his body in order to get something done right is another story, so that's the main avenue by which his abilities would improve over time.
Enhanced Articulation, but not Enhanced Coordination. Super speed, but not super reaction time. Feats of strength, but none that a normal person couldn't do with enough epinephrine.
The character concept itself is that of Yoshi Yoshiuchi, who never realized he had such power until recently because he's not a martial artist and he thinks sports are stupid.
Story stuff:SpoilerThe discovery actually came as the result of a particularly nasty car crash. His legs hurt like crazy, but he got up anyway and managed to pull the car's other occupants away before the inevitable Mythbusters-style explosion.
Afterwards, he had a series of exams and X-rays that confirmed that both of his Tibias were broken clear in half. When questioned, he reported that he could kind of feel them popping in and out of place, and had to set it with each step using a series of, "...I guess muscle spasms? You know, like this:" *POP* *CRACK* "...ow."

This certainly looks like an interesting concept for a power, although the character's backstory will probably need a bit of modification. You see, while the idea of accidentally discovering a power makes perfect sense in some other settings, in the Railgun universe it's practically unheard of. Rather than being born with their powers, the vast majority of Espers are actually created artificially by a special government program unique to Academy City. Every year many eager youths volunteer for this program in the (usually vain) hope of awakening some hidden potential. The ensuing training consists of a gruelling regimen of physical exercises, ideological indoctrination and direct brain stimulation which produces far more failures than successes. The lucky few who possess both determination and potential become new Espers, while the rest generally slink off to seek other prospects.
At least, that's the story for most. There are in fact an extremely rare few (called Gemstones) who can manifest powers without outside aid, but they're most definitely the exception rather than the rule. Being the only threat to Academy City's monopoly, they tend to be critical figures in world politics and powerful bargaining counters for their respective nations. Suffice it to say, it's advised not to try playing one without a really good reason.

Description:
Cale comes from an arranged marriage between the daughter of a large european business concern and a leader in the russian maffia. Thi smarriage came to be because Cale's mother's family thought that the "honest businessman" facade of cale's fathers family was not a facade. After they found out that their new son was, in fact, kind of evil. They had their girl get divorced. The families kept clashing over who would get Cale, until Cale decided that neither family would have him, and arranged for an education in Academy city. This seems to have pacified the two families.
Appearance:
Cale looks caucasian, with slightly darker then average hair. his hair is longer then that of the average male, but whenever he tries to put it in a ponytail to keep it out of his face he barely fails. Even though he is just fourteen years old, His maffioso heritage allows him to grow a nice beard within a few days. his height is average, and he has brown/blackish eyes, that get bloodred spots in them if he overextends on his power.
Personality:
On first sight Cale is incredibly laid back about everything. This attitude doesn't make him very social, but if someone has trouble, they can always depend on Cale to help them look at it in a calm way. Cale tends to get annoyed at people who panic too much, but he can tolerate people who are just plain hyperactive.
Morally spoken he doesn't care much, the exception to this is when someones way of life is threatened. For example, he would not stop a bank-robbery (bankers should have their own safety), but if someone were to try to steal from a small business, he can get pretty pissed.
Another berserk button for him is organized crime that actively hurts people or takes their freedom, as this reminds him of his father's family. Large-scale corporate shenanigans are another no-no, reminding him of his mother.
The only time Cale gets angry is when these buttons are pressed, or when a nice girl asks him. This makes him lose his laid-back demeanor to become a determinator.
Cale is embarassed about his last name.
Abilities
Esper Ability: Density control (gasses)
Cale's esper ability is to control the density of certain gases, while this allows him to make wind, it's an inefficient use according to Cale. The real power lies in conjuring solid and nearly invisible objects out of thin air. When this power is used, the gasses around the target area are drawn to it to create a higher pressure, and giving the area a higher density. due to its nature this power is best used outdoors, although indoor use can have interesting effects due to low-pressure areas being created. The skill is nearly impossible to start up close to anothers body, because their AIM field stops the necesarry focus. the easyest gas is nitrogen, wich is what all the descriptions are about. using other gasses (such as oxygen) is much harder.
Cale's fighting style mostly consists of blocking the others way with solids and then walking away. If he is feeling especially pranky, he might just create a low ledge of air that the enemy will fall over (thus "the tripper")
Level 1: elevating the density of a gas to around 1.5 times their surroundings, allowing a pap0er plane to travel wherever you want it within a short range
Level 2: can create dense fields of air that would slow someone noticeable, a bit between walking underwater and on the ground.
Level 3: Density can be pumped up to such a height that around one square meter can be turned into a solid. this field is still affected by gravity while at this level, but can be in many different shapes. Esper starts to be able to sense the location of gasses around him
Level 4: Solids can be formed far quicker (about two seconds for one cubic meter) and control goes up to about twenty five cubic meters. This can also be done in midair- although focusing there is slightly harder, as the field needs to be constantly remade. some control over lowering pressure is gained, some movement is possible, but not enough to be practical for combat.
Level 5: near instant solids formed, and lowering the amount of a gas somewhere is far easier, The solids can include moving parts, as long as they follow a pattern (example: chainsaw blade)
Additional Uses:
starting from level 4, cale has learned to create platforms in midair, leading him to buying a discman with large speakers to play "Stairway to heaven" whenever he uses this to go somewhere.
Cale can use his powers to form a literal Air Guitar, although he has to focus on maintaning the form too much to currently be able to play it as well.
Cale is able to change the pressure fields in such quick succesion as to create friction in the air, when used enough this might lead to a small lightning strike, although there is very little control over what it strikes.
Cale can create lenses out of air, allowing him to magnify things.
Physical Traits:
Cale has good eyesight,
Cale is light of foot.
Cale has only average stamina
Cale isn't very strong physically.
Mental Traits:
Cale is very independent.
Cale is easily charmed by female attention, seeing as he is stuck in an all-boys school.
Cale Learns pretty quick
Notable Equipment:
A computer file (with physical back-up) with information about both his parents families. allowing him to blackmail them into leaving him alone.

I've only had time to go over the sheet briefly, but at the moment it certainly looks well constructed. His powers in particular seem to be mostly balanced right out of the gate, with very little that even needs any clarification. The only real question about them which I can see to ask is whether solid objects made of nitrogen (or even oxygen) would be quite so hard to see; When condensed to the point of being able to support a person's weight, would they still retain their usual invisibility? All in all, though, it looks to be a thoroughly decent first draft.
