Did we manage to develop the template for an adaptive AI? (ooc: Mistral, did we, when how smart is it and how big the computer core?)
With the brewing of more and more wars on earth, we have to look into appropriate preparations do secure our independence.
Does the Lunar Empire still need assistance in restoring Tycho City? In general we should try and coordinate our votes for Project Earth’s space program.

SpoilerTycho city is still ruined, but we've compensated by improving our industry elsewhere. We would still benefit from building the city, but is not a priority, the cities citizens have been provided with free accommodation elsewhere.
We benefited from the AI project, but there is still potential to increase it further, or our scientists can help us with the asteroid project.

This is also the balance we found with the One Movement Coalition. With this move, we have seven programs now running, six of which are research based. We feel with but a little international support, the Global Health Program will be completed. With significant international support, the much larger and ambitious Environmental Revitalization Program will also be completed in one year or two, depending on the amount of assistance we receive.

My recovery efforts are progressing as expected; slowly. Rebuilding Tycho City is not a priority, our citizens have been relocated, and the infrastructure we lost has been rebuilt elsewhere.
The actions of the American Hegemony concern me, and I would see them removed from office, in whatever manner is best for their people.
Cobra's motivations are suspect, but they do not seem to have caused any actual harm.
After they attacked my people unprovoked, it became clear that the New Roman Empire is a threat to global stability. I have neither the power, nor support to deal with them, so for now I must do nothing.
As to the space powers, Blue Heaven is a definite threat, as a terrorist organisation, but their strength is entirely unknown.

SpoilerWhy restore your supply lines? You are in no imminent danger. Everything you need to survive is already produced internally on the moon. The loss of supply lines weakened you, but it can not kill you.
The asteroid project is as good a way as any to restore your economy, and it'll give your scientists a way to contribute; I doubt they'd be much use restoring your supply lines.

Technorapture aimed as a minimal goal for an AI with an intelligence level similar to chimps, dolphins, crows or octopi with a processing core not larger then a human head. At this level, a dedicated AI should be able to control an automated production- or refining line as well as pilot crafts with enough problem solving abilities for prolonged independent operation.
I agree with Emperor Elijah I on the mining project. Currently our dependency on heavy elements imported from earth is our main weakness, at least in terms of productivity. In comparison the loss of some luxury foods is merely an inconvenience.

SpoilerWe agree. However, AI for the specified purpose is pointless, complex programming is already able to perform those functions near perfectly.
We suggest using multiple weak AI as the base unit of a large neural network. The miniaturized quantum computers we have produced will be sufficient for the mainframe analog of our AI. We are continuing refining them.Many, many thanks to azuyomi244 for the avatar.

Commander Ivanov smiled as he watched the countless news feeds and data stacks being cycled in and out of the bridge. Even with one of the most complex quantum computer rigs aboard the supercarrier, in addition to enough hardware both on the mainland and in orbit to keep a nation as advanced as the Directorate up-to-date on a day-by-day basis, the sheer amount of tactical data coming in from so many simultaneous operations was taxing their computers to the core. They'd already had to do a hard reset on the primary server farm after a near-total crash, and it was in the aftermath of that that they had been forced to divert a good amount of the information processing to the secondary command ships in the first fleet.
Still, the scenarios playing out were... Good. Already, the first fleet and several detachments of the Soviet ground forces were being deployed. The airforce had come out in spades for this particular operation: A homeland deployment, one that saw outsiders and terrorist elements purged from the mainland. It was rather beautiful to watch happen, really. Teams of Soviet special forces performing HALO insertions on "Hidden" terrorist compounds in remote locations. Gunships roared across the urban landscape of cities like Moscow and Perm, quad-engine aircraft firing swivel-mounted railguns with ferocious effect on the penthouse abodes of confirmed traitors.
Ivanov was, in particular, smiling at one of the live combat feeds on one of the aforementioned penthouses. The Directorate had been studying a number of technologies, but he still loved a nice, old-fashioned example of raw firepower.
Which was when the new orders came down the line. Uprising in the former United States. Russia had remained whole, whilst its former Cold War foe had fragmented into a million pieces. Now the Cubans and British were moving to assist the oppressed common peoples of the fragments of the United States. Truly, the former world power was broken.
"Recall all wings." He ordered, looking to the Rear Admiral in the command chair- he was just as stoic as ever. Just as much the cold-blooded strategist that had secured this initial victory. The Rear Admiral simply nodded.
"Hammer Squadron is to enter a landing pattern, and prepare for rearmament. Flight crews to stand by."

SpoilerThere was a brief flicker of static, before coordinates were given for a military airbase near the borders between the New Roman Empire and the Soviet Directorate. In addition to the landing coordinates, several- obviously temporary- codes were transmitted to successfully identify as a diplomatic envoy to the defensive emplacements at the airbase.
"We welcome all direct diplomatic meetings: However, due to a Dead Hand initiative instated by the threat of nuclear war, the Directorate's board has been separated and placed in strategically secure locations so as to prevent a breakdown in the chain of succession in the event of nuclear war. A secure teleconference can be held at the designated facility."

For nations that once considered themselves faithful Communists, they seem interested in little more than promoting an oppressive atmosphere. I have recently been thinking about the wonderful advancements our neighbors at Project Earth have been making towards the betterment of the world and space. Currently our resources remain tasked as we attempt to deal with stabilizing the Middle Eastern region which is dominated by hostile warlords. But I wanted to approach both of you with plenty of time for discussion regarding my idea.
It is one of my greatest desires for Project Earth to have great success with all of their projects, though I am aware it will require a great number of resources. Rather than simply investing technology or economy when we're able to into your programs, I would be interested in sponsoring the construction of a space research station for United Africa. Carthage at least is interested in investing some of our resources into its construction in the future, and if either of you are interested as well I would propose that its research capabilities be contributed towards projects that will help Africa remain a peaceful, prosperous and stable region that is able to support the rest of the world during these chaotic times. Currently we have no space presence, so it would also provide all three of us with facilities that will enable us to function in space for the benefit of our research.
Please let me know if this interests you. I feel it would be a big contribution to Project Earth's current projects and towards the betterment of Africa as a whole. It's also a great opportunity to bring our three nations closer together.

OOC: I may do this anyways, but I'm proposing a joint African endeavor to invest in the creation of a research station in space. It would give us a space presence and pending Mistral's approval, I was hoping doing so would give a bonus to research conducted towards space-related projects. Carthage is actually one of the higher-WO nations, so it's one way the Emperor would like to throw technology in the direction of Project Earth. The only two things Carthage would really want out of it are some of the benefits of the finished projects (for example, environmental revitalization for our desert provinces) and a way for Africa to work towards a goal together and make us more united. Project Earth, I know, wants no part in the politics or fighting of the world so this is one way we could strengthen our alliance without compromising their neutrality.

SpoilerHuh. I believe the strength of the Arabian warlords was underestimated. Do you believe we are at risk of being attacked? I think our best course of action would be to cease military involvement there and focus on subverting them through other means before taking them on. Meanwhile, now would be a good time to work with China, the Amurian Technocracy, and others to help stabilize the situation in Tibet. However, Turkestan is supporting Tibet's corrupt government. Perhaps it's an appropriate time to make our move on your front with our military.
You know better than I do, though. Do we have the strength? Especially fi they're dealing with the situation in Tibet versus China, the Amurian Technocracy, and perhaps the Soviet Union? As usual, I will follow your lead when it comes to your own endeavors. Perhaps Turkestan will be an easier foe to deal with militarily than the Arabs.
Princely Union [PM-Level]
SpoilerSpoilerThe situation goes well. One final push in the non-military fashion should be enough if you are willing to combine your own subfaction with mine (co-opted). If you would like, Carthage is willing to pay you for it, though I can assure you that it is our desire to help you unify India.
I think the best course of action would be to hopefully finish our progress on the warlords this turn and to have them emerge as a unified faction, a vassal to the emperor and an extension of Carthage. Why not just merge with the Princely Union immediately? Well, I personally think the unification process will go much better this way. Carthage has a good reputation and the reborn nation can be announced as one with the goal of bettering India. Your rival factions may view them as less of a threat and be more willing to work with us that way.

It is good to hear that your recovery and survival are firmly in order. If there is anything my country can do to help short of overtly aggresive actions, do not be afraid to ask.
On to business. Africa is hoping to place a space station in orbit. I feel if we had consent of at least one of the Lunar powers it would look well upon our creation of this station, and provide us easy access to the spoils of space and Luna. Is this something you would be interested in allowing?

SpoilerI would agree with your assessments thus far. Ethiopia has remained staunchly independent, which I have come to respect. The warlords in the Middle East have yet to be an issue with my lands, but I would agree that they must be brought to heel to bring peace to the continent.
I am currently finishing some research that would make this space station more viable. I will let you know upon its completion if I can then focus my efforts on the United Africa Station.

One will be the one we televise, and the Second will carry six months of supplies and heavy digging equipment. We'll add some addtional supplies and equipment in the following eight months. It should be ready for habitation by the following year. If that was to happen and China were to lose, we'd find ourselves sharing border with Turkestan. This prospect, considering our meager defenses, is greatly appalling to us. And of coruse we consider the suffering of Tibetan people, that will continue, if Turkestan prevails. We ask you - can you supply military aid to China? Help us and we will not forget this favor.

As it seems that the Lunar Empire isn't particularly concerned about rebuilding Tycho, we would like to put our second vote towards the space transit program.

The Hypereux League will, for one, be continuing with the AI research for a while longer. We have made some interesting advances that we would like to pursue further.
As for the Cradle, we see no reason to deny them the right to construct a station. More nations in space lessens our control over it, yes, but it also lessens the suspicion of us felt by those earthside. This is something I feel we should be encouraging.

But complex programming can not adapt to new situation on their own. However, Varunas do have a point and their suggestion to networks several weak AIs together to form a more complex and capable one has merit. We will shift the focus of our research towards creating the required networking protocols for this goal.
I see no reason against an African Cradle space station. The more nations are in space and join the United Space Council (USC) the better. With any luck it becomes a new and working version of the old United Nations.

SpoilerGreetings, and welcome to the Council. I hope that in the years to come this will serve as a powerful tool to unite us and bring us all greater profits in the utilization of space.
Any nation with a joint project to propose can do so here, as well as any claims they wish to make on space assets, or any international issues relating to space, that they wish to settle diplomatically.
On the issue of claims, the Lunar Empire recognises the claims of the Varunas and Tuong Khinh group, with respect to the moon, and requests recognition of it's own claim.

The distinction between Full and Honorary members is made to make clear the disparity between the nations based in space, and the nations with an interest in space. If a conflict were to break out in space, the full members would stand to lose far more assets than the honorary members. This is why the full members will have a veto, in votes concerning security matters.
So, does anyone have any projects they wish to propose?
Last year the full members of the council were able to locate a valuable asteroid, direct it into a stable orbit around the earth, and begin mining operations. We've been selling the metal on earth's markets and have been making a fair amount of money. Now we're looking to expand the project, is there anyone who would be interested in working with us?

I believe there was a miscommunication amongst myself and the Lunar Empire, I meant to say that this would be a joint venture amongst myself, Carthage, and Project Earth to construct this station.
Hopefully this does not change your offer, as it is something I truly appreciate.

SpoilerI must apologize is there was any confusion (caused completely on my part) but the United African Station would be a joint effort amongst the Cradle, Carthage, and Project Earth. With Project Earths involvement I hope that it is clear it would be a station for trade and negotiations, with minimal defensive efforts. If this Union causes a problem for other space powers please let me know, otherwise construction shall begin eminently.
I do wish to extend my sincere gratitude of your support. Are your people getting along well with construction? I will happily send food and water supplies if it is required, as a token of good faith ((- econ of supplies))
