Towering above the sprawling New York district of the megalopolis, Hegemony Tower stirred to life in the morning light. The tallest building in the world, the seat of government for the Hegemony was a deco labyrinth of offices and conference rooms, analysis labs and communications centers, helipads and elevated rail lines. But located above them all were the Executive Apartments, where the CEO of the corporation that was a nation made his home and conducted the highest business of state.

Pushing past a pair of intricately engraved and richly varnished oak doors, Arthur Rockwell stepped into his cavernous office, Rajasi Stephens by his side. They made an intimidating pair, his freshly pressed black suit mirroring her conservatively tailed raven hair, her pure white suit matching his tie and pocket square. Moving across the inlaid marble floor, he took a seat behind a mammoth taurus desk of polished black granite as she deposited a number of folders in front of him. On the wall to their right, a bank of millimeter thin monitors burst into colorful life with financial reports from a dozen countries, and from his desks unmarred surface rose a similar monitor of black glass that cut to the latest Hegemony desktop. Neither seemed to notice the view provided by the twenty foot tall windows that made up the back wall.

"So, what do we have on the agenda for today, Ms. Stephens?"

"Diplomatic communiques from Technorapture and the People's States. In addition, it seems both the Grim and Project Earth are planning exhibitions in the near future."

"What, one to destroy the Earth and one to save it?"

"I believe both initiatives are somewhat more mercenary than that, sir."

"Excellent. I like mercenaries - you always know where you stand with them. We must of course attend."

Mikko Lahti, president of Finland and finance minister of the Kalmar Consulate, waited patiently as the elevator leading up to the top floor of the Sleipnir Headquarters. He was thankful they had developed such a fast elevator; 67 floors were a pain by most common conveyances, but by the time he had finished that thought, the door opened to a hall entirely of glass, looking out onto an impressive rooftop courtyard with several fountains and gardens. Making his way around the left wing, he approaches an attractive, but all-business, woman sitting at a desk in front of the Sleipnir logo.

"Hello again, Melanie. Would you be so kind as to let Mr. Jensen know that I have arrived?"

Wordlessly, the woman grins and hits a button out of view of the president, prompting Dag Jensen, founder and CEO of Sleipnir Industries, to emerge from his office. He's a handsome man even for being his late fifties, with an ever-present grin and a suit worth more than most people's monthly salaries. He walks towards the president with a hand raised.

"Ah, President Lahti, I had heard you were delayed; I apologize for not being slightly more prepared. Please, please come in."

The two enter Jensen's office, as Jensen's secretary rises and shuts the door behind them.

"So, Mr. President. What can I do for you today?"

"Well, Dag, there's been an announcement from TELEPATH. They're having some sort of goods fair or research gala or something like that. I'd like you to go as the representative of the Kalmar League. Bring Mattie along, she loves these sorts of things, doesn't she?"

"About as much as I hate them, but I suppose I can't turn down a direct order from a Consul, can I? I suppose we have some packing to do. Is there anything else, or shall I--"

"There is one more thing, and the main reason I'm here, actually. A construction project. A big construction project. Sleipnir will be heading its construction and maintenance. I'll have more details for you as they come up."

"Well Mr. President," Jensen says with an even wider grin on his face, "at least you started with the bad news."

Almost all of the warlords decline, in tone varying between threatening and insulting. The warlord Chandragupta, the self-proclaimed Iron Duke of the Bokaro Steel City, indicates interest (albeit one borne of desperation, as he is hard-pressed by Marathi and Oriyan warlords). Before he can make any sort of formal agreement, however, he is deposed and executed by his own senior staff, who saw it accurately as a selfish attempt to save himself by fleeing to space before the city falls. The general opinion seems to be clear - the Moon is very far away, and the Lunar Empire has a very poor reputation on Earth. The warlords don't believe you have that kind of power projection ability, and having little save their independence, will not surrender it lightly.

Seated around a low table in a well-appointed boardroom overlooking the bustling Hanoi skyline, the Board of Directors was finishing up a tea ceremony intended to build team spirit and soothe the interpersonal rivalries "Type A" personalities are prone to. In an effort to proactively balance the group dynamic and improve his own perceived authority, the usually passive Director of Spaceflight Pramoedya Yamin stood up and directed the waiting attendant (Aisha, wasn't it? Nice girl. Unassuming.) to clear the table, unofficially signalling the start of formal business.

The other members of the board made note of his unusual forwardness in their virtual dayplanners, slightly improving his aggregate respect rating on their internal measurement system. Executive Director Ho Xuan Huong acknowledged the gesture with a respectful nod of assent, while subtly asserting her own superior authority by activating the holographic display that the meeting would center around. This method of encouraging individual initiative while remaining ultimately in charge was typical of her management style, to the sorrow of her more combative predecessor, who now managed a minor legal taskforce. His aggregate respect rating was quite low.

As was scheduled in the agreed-upon minutes, a motion was made to begin with external affairs for the coming quarter, and passed with no dissent. The holographic display shifted into a map of the cislunar system with key actors highlighted in contrasting colors, and a virtual whiteboard to record diplomatic overtures for departmental review.

So long as we are both involved in orbital solar collection, it would be wise to pursue a mutually satisfying relationship. Unlike your Island 2 facility, our orbital installations do not have a permanent human presence. Now, with the new, young Amedeo Caesar, the slumbering nation is galvanised into action. Still, while it's neighbours fret about what the new reign might bring, it remained quiet.

The fires flickered in the braziers, as the High Priest, Diego Zuma, strode through the court. Arms spread, he bowed before the throne - a young child, dressed in ceremonial garments, occupied it - then turned to face the gathered Pipiltin.
He unsheathed an obsidian knife, cut a thin line along his palm, clenched his fist and proclaimed:

"Blood for the gods!"

as a drop of his blood fell to the ground.

Everyone, except the child, followed his example. "Blood for the gods."

"Now that the rites are honored, let us begin."
The High Priest seated himself in a throne, one step beneath that of the infant ruler.

Diego Zuma gestured to a shadowed spot behind a pillar. A woman strode into the dim light of the hall. In contrast to the ceremonial robes worn by the politicians, she was dressed in a manner that was typical for the bureaucratic line of work.
She handed a tablet pc to High Priest Zuma.

"My regent, we have received several messages from the PSA and "the Grim"."

The regent quickly skimmed over the notes.

"My priests, it seems that the People's State of America is offering economic relations between our nations. We will accept this offer. As we focus our ressources on the development of the Eco-domes, we will be in need of a reliable trade partner. We can worry later about Aztlan."

The council nodded in silent agreement.

"Speaking of the Eco-domes. The Grim are still willing to cooperate with us. We will give them access to whichever DNA they can repopulate. In the end, we will regain economic independence, whatever those infedels do with the Gods' Children is of no further concerns. Grave heresies can be punished afterwards.
To further speed up the process of development, we will also contact the Project Utopia. Their ideologies will be easily twisted to serve our goals. Also, they extended a similar offer to Brazil. They must not finish this project ahead of us!"

Again, a silent agreement.

"Lastly, the Grim have invited us to an auction of sorts. It is unknown what it is they are selling, but they will be a valuable ally which we must not alienate. Therefore you -"

Diego Zuma pointed to the far corner of the hall. A young man, with nerdy looks, stood up. His robes were of the lowest quality compared to the others in the room. He must have recently acquired the status of "Pipiltin" - Nobility - and this may very well be his first council meeting.

"What is your name?"

"Juan Alagua, my regent."

Cooperation between our organisations would offer several benefits.
As already mentioned, we expect it will reduce the investments needed for launch infrastructure. Right now we both operate full sets of mass drivers and similar systems to send mining equipment to targeted NEOs as well as catch the ore containers send back from our respective mining sites. By cooperating, we could use these systems more effectively and reduce redundancy in our maintenance crews. This should lead to an immediate drop in operational costs.
Second, if we work together in setting up new mines, we could do this both faster and cheaper together then separate. This would give both of us a significant advantage over other competitors.
Third, our combined market share would be large enough to directly influence the raw material prices thus further increasing our profit margins.
