Natives, (it looks like TJS is taking place on some lower plane of sorts). Their a group of low-ranking devils who, while physically weak, have found ways around that.

Can I join TJH too? I have a character in mind (he's gonna go through the portal so don't leave it too quick)
EDIT: Will there be any more restrictions on the dimension jumping, like that we have to get to certain places in the dimensions to get to the next one, or do the 48 hours thing fix that? Just an idea.

Okay, new comic up, how's that for a slice of fried gold?

I'd like to note a bit of magic physics relevant here:
SpoilerThe Gate spell alters the local resonance of the plane's planar shell (Which is Incarnum based, which is why magic has issues going between planes and such but souls are fairly universal, because Incarnum can pass through) to that of another plane.
If a planar shell has a similar resonance to that of another planar shell, the two start to overlap, which is essentially how the Ethereal Plane can overlap the Material Plane and why you can see it from the Ethereal. Doing so in a localised manner and making it identical, produces a portal to that plane.
The resonance of the planar shell of the Plane of Incarnum is, simply put, so far removed from that of every other plane in existence that making a portal to it with Gate is nigh impossible. Lying is burning almost every spell slot he has to open this one portal, as well as a few more to keep it from leaking.
Anyone or anything that goes into that portal is NOT coming out. I cannot stress that enough, the Plane of Incarnum is simply too powerful and energetic for anything from other planes to exist within it. It is a lifeless (Albeit life-producing) plane that simply dissolves anything inside of it that isn't itself pure Incarnum. Resurrection from inside of it will not work because souls will simply dissolve as well.

Officialy: X2 tries to get back to his own dimension using a spell called D-Jump which he and his Avabaroy universe counterpart created to cross between paralell dimensions.
Non Officialy: A big fat excuse for a bunch of epic level characters to go nuts.
