...he could have made them, there could be a page tailor who make shoes just for the ridiculous feet of the manga characters, someone in his guild could have made them, etc. It could be any number of reasons.

Talons can close up just like toes can >.> Then when it's deep enough he splits it off into the two extra areas for his talons. It's weird but it seems like it would work.

Man I had this classy thing to say about needing to write in Bibliography, because you use bibliographies to cite your sourcess, so it made all the sense for him to need to have content to go along with his stolen spells...
and then bam! two pages! while I wasn't looking! UNBELIEVABLE.

I don't think Jacques is inking.
His main Show of force was when he triple-chained the spell, that requires power, but it also requires talent. As far as we know, Ink provides power, not the skill to use it effectively, so unless he learned how to triple-chain spells without having the power to do so, and then Inked himself up to the requisite power levels.

I'm picturing Ink use being more along the lines of the same abilities but more powerful.

My current theory is that Global Minds is behind Ink, though Jacques dosn't know about it. They extract it from Codices, hence why they're collecting them (But only the codices they don't have any pages for).

I agree. I was just pointing that out as further proof. As in even if he inked, unless he'd done so recently, it wouldn't be giving him power then.
