As we said before we believe that military intervention will only make things much worse and in the end spawn even more wars and conflicts in the future. The people of the Hegemony must make their own changes without relying on international aid. It's the only way they will get closer to perfection. On a slightly different note we would like to point out that the situation in the Hegemony was not that of a civil war but was pretty much just riots and protests. This whole 'intervention' stinks of opportunism to seize power over an economic powerhouse by a select few nations.

    To Britain
We entered this war unannounced? What do you think we meant when we said "We will do our best to repel all foreign military forces in the American Hegemony?" That we were just going to walk up and ask nicely? Furthermore it's common knowledge that we have a mutual defense pact with the American Hegemony. In what way was any of this unannounced? That we didn't openly declare war on you and your allies? Because I can promise you now that we will not attempt to invade any nation unless it first tries to invade us.

What do you have to say about the situation?

The Cuban's have been slaughtered by their allies and demoralized. I doubt we have much to fear on that front. Britain however is a much more serious matter. We must assume that they know your nukes are off-line and can use their nuclear weapons with impunity. I wouldn't put it past them to frame an attempted strike on you just so they can unleash their arsenal. Still if we can get the European forces to back off we can push them out easily. Till then our forces should keep them bottled up. We see no need to actually push them out of Boston, if we can cut off their reinforcements and supplies that should be more then sufficient. Meanwhile our forces can dig in safely.

As for the FRA if diplomacy fails the forces promised by the Grim should be enough to hold them back and will prevent civilian casualties at the same time.

at frst we were unsure what to think of the situation. but now that the hegemony seems to be truly doing everything in their power to make amends we believe they should be given a chance. and these "peacekeepers" are not helping their own cause any. seems to be more of an invasion force than a peacekeeping detachment

We don't care either way on the veto since this body has no power of its own or power to compel its members to do anything. This the the League of Nations not the UN.

As for Venus, that would take far too long and cost far too much money. We suggest an alternate plan, to redirect a large asteroid into Venus orbit, melt and spin it, and use the material for construction of a mirror array which can be used for power transmission and the suggested reduction in temperature.

Jupiter is not viable at this time. Drive technologies and likely energy storage must be considerably improved before it will be. It takes months to years to even reach them and any material shipped to or from will require increased fuel costs.

For either plan to work, we suggest first a joint project on improved drives, MDH and VASIMR are good starting choices. Helios or Orion as a followup.

President Jack Oliver appears alone on television today, with a serious look on his face.

"We would like let the British, the Soviets and all aggressors against the Grim know that the Australia is involved in a defensive pact with the Grim and we are prepared to declare war should it be necessary."

The president grabs a canteen from his belt and takes a drink of water before continuing.

"Despite the break in diplomatic relations between us and the British, we feel it is in the best interest of all parties involved to rethink their current situation. The invasion of the Hegemony has already yielded the desired result of a promised change, continued war will provide too much bloodshed for its worth. Should the Hegemony go back on their word, we cannot support their actions of course. We suggest to the Hegemony to reaffirm the rights to freedom of speech, freedom of the press and freedom to assemble and to use any peacekeeping units only to prevent dangerous situations."

The president stops and smirks for a moment.

"I'm in the mood to bicker with political opponents, the line is open for world leaders to complain about what I say. Go on now, I have a big enough time slot for this."

Technorapture does not insist on the veto.

The main difficulty in terraforming Venus is not the surface temperature. It is the fact that you have to remove 98.9% of its atmosphere and alter its composition to create something even remotely breathable. The temperature will drop on its own.
What you do need is a way to protect the planet against solar winds. For earth, this is done by the magnetic field, but no other inner planet has a considerable field of its own. Therefore you have to build something to simulate the effect.

For interplanetary exploration, rockets with some kind of reaction drive are fine. For economically feasible travel the fact that you have to accelerate all your fuel is inacceptable. Therefore we suggest the development of some manner of beamed propulsion system, like a light sail and laser array combination.
Therefore the early exploration should be done with the Fusion Rockets the Lunar Empire offered to contribute. Meanwhile the stationary components of a beamed propulsion system can be installed and follow up expeditions can use it to reach their destination. Technorapture is offering its experience in building large structures and our construction platforms to this task.

Well, there's no hurry for the magnetic field in Venus. Solar winds won't affect the atmosphere within our lifetimes. We can figure something out for that once we've fixed the heat and the atmosphere itself.

Easiest way would be to simply shade the planet, freeze the atmosphere and then carry the chunks somewhere else, like Mars - that place needs them gasses. Then turn the shade off, let the planet heat up to the level we want and bring in some water with a comet or two.

It is not about the loss of atmosphere due to solar winds. It is about the hard radiation created when large amounts of high energy particles hit the upper atmosphere.

UKs plan would require at least several decades and still leave 97.85 % of Venus atmosphere behind. Terraforming Venus simply is not feasible with current technology. Still, Venus can be settled even in its current form. Balloons filled with a breathable atmosphere can float in Venus atmosphere at highs with bearable temperatures and close to 101 kPa (1Atm.) pressure. These balloons can then be used as enclosure for habitats. These floating cities could begin with changing the surrounding atmosphere by breaking carbon dioxide into its components, exporting both carbon and oxygen or using them as resources.
Binding the atmosphere in some sort of mineral (calcium carbonate) using either technological or biological means should also be possible, depending on the minerals available on the surface.

Specifically, said weapons, while superficially almost normal, if not of a design that the General will have seen before, are connected to a pair of large packs on their backs by a thick, well insulated, electrical cable.

"Welcome to Starfall, General Okanjo. My apologies for the inconvenience, but Beatha will need to search you before you're allowed in."

[Low Earth Orbit - Over Boston]

Far over the surface of the planet, in various locations, a hundred lightly armed stealth transports sit silently, slowly drifting through space, waiting for the right moment to begin their descent. Eventually, a deep, pleasant, voice breaks the silence, speaking the odd mix of Irish Gaelic and Russian employed by TELEPATH in private communications.

"Ina dhiaidh sin ordú, a ullmhú для входа в атмосферу."

Ten of the transports reengage their dormant engines, slipping back into the atmosphere, and, from there, to the fighting below, setting down just long enough to offload their cargo of soldiers, before starting the sharp climb back to orbit.

    [Boston Proper]

Réalta shivered, cold despite the heavy power armor she wore. Though some of the chill she felt was probably due to adrenalin, not the near-constant rain or the admittedly icy temperatures, and part of the rest was likely simply that she usually lived somewhere much warmer.

In any case, despite the conditions, she had a job to do. So, giving the command to turn on her various displays and sensors - which was not done by normal means, such as buttons or vocal control, the order instead going through the thin cable attached to the port in the back of her neck, so that she simply had to think of what she wanted her armor to do for it to do so -, she carefully slipped over to the shattered window, the wall surrounding, and ceiling above, which had been partially destroyed by an explosion of some sort - or maybe more than one, of multiple types; it could be hard to tell sometimes - and peered down at the buildings and streets below her.

Several minutes later, she spotted someone below on her thermal pickup, and, after confirming that they were an enemy with her normal cameras, took careful aim...

A moment later, a brilliant flash of light illuminated the area, and, at very nearly the same time, a clap of thunder split the air, drowning out any noise the man below might have made as his body leapt several feet into the air, propelled by his spasming muscles, then landed, still twitching, though his heart had stopped almost immediately, on the hood of a nearby car.

On another matter, it occurs to us that your problems in legitimacy might have to do with branding. Few even know what Cobra's core tenets are, and it is thus easy to brand you terrorists rather than freedom fighters. We'd like to see if we can help improve your image, if you desire it.

    Soviet Directorate

At the radio transmission, there had been a palatable quiet to the fighting Soviets in Boston. Had they just... succeeded?

There was a brief pause from the gun ports as the radio broadcast was copied over and over across the various communication lines. Soviet marksmen fell quiet, and for the longest time there was only the occasional roar as automated artillery positions saturated the last coordinates they were given with a constant stream of shells. Soon, even those fell quiet from the Soviet emplacements.

The radio transmission to the Hegemony defensive forces would be over public broadcast lines, the Soviet field commander sounding somewhat hesitant, though he and his companions seemed somewhat hopeful.

"If what you say is true," He began, "Then the Soviet Directorate's mission has been accomplished. Thank you for finally accepting the voice of your proletariat, just as the Directorate has. We do not wish this war to prolong any further, or to draw in any more forces than necessary." He remarked, as Soviet riflemen resumed their positions, getting ready should another assault come at them.

"We desire only the peaceful cessation of hostilities. However, we will defend ourselves if necessary, and will not allow ourselves to be attacked for simply working as peacekeepers and agents of change!"

There was a loud rattling sound as the Soviet forces began to move. Heavy armor was repositioning itself, as several squads were extracted with what limited air power that the Soviets retained.

    Project Utopia
The Soviet response is an affirmative, "Now that the Hegemony has publicly announced its plans to make changes to accommodate the riots and protestors, we feel that our objective has been accomplished. We will be working to remove our forces gradually, as the situation improves and the Hegemony enacts its promise. We would like to reassure the international community that this was our goal all along: To simply make sure that the proletariat, the common people of the United States, are heard and their plight understood! We can only hope our allies in this effort are similarly satisfied with this outcome. While you may feel that change should come internally, the fact that these riots broke out in the first place was- to us- a sign of just how far the Hegemony government had become disconnected from its people. Provided that the riots die down and the people seem to be content once more, it is the view of the Directorate that there should be no further intervention. The fact that other nations saw fit to prevent this sort of social change is concerning, but understandable in a certain light."

    The Grim
The Soviet Directorate's field commander would send a brief transmission, via radio-based telepresence, to the Grim, "We were told that you would only be sending weapons themselves to the Hegemony, for their soldiers to use. Could you please clarify why, as weapons sellers, you appear to have active troops and manned armor in the area, engaging our forces?"

There was a slight malfunction in our naviagtion systems. Problem traveling underground. Also, we only have two people on the site, one to sign the gear over, and another to look after the animals. All of the Tanks are running on our autopilot systems. And we apologize in advance if any of the Gulls or Pugs gets carried away, because while increasing their intelligence was a primary goal of ours, they have the mental capsity of six year olds. But so far, we're just waiting for the hedgemony to sign the paperwork for the delivery.

Flak gunners, shoot them down. Seagulls shouldn't be able to take much shrapnel."

Several turrets turn on the RN Illustrious and begin spewing out large shells into the sky. As they reach the target flock of birds, they explode in a puff of black smoke spreading a cloud of shrapnel everywhere.

"Always wanted to do that. Stupid birds keep pooping on everything back home in Dover."

"All right, keep current heading. Main batteries, aim for the coast - we'll be receiving coordinates soon. Orders are to concentrate on Utopian units wherever spotted. If we diminish them here, they'll be all the more panicked when the occupation forces enter their homeland.

We're here to blast open a route for the troops inside the city, so be careful you don't shoot the wrong way. Like the bloody idiots did themselves when they moved in."

Far above the ships, a satellite has reached its designated position. Unlike most military satellites above Boston, it is not scanning the ground below - there are others doing that. This one instead takes aim for a Hegemony communications satellite, deploys a barrel and smashes a carefully calculated hole right through the center of it with an inaudible and invisible beam of energy.

As the enemy satellite falls into the atmosphere, burning, the British assault unit is already pivoting to aim at the next hostile target.

Rather, if we were to operate a solar power satellite venture, we would suggest moving it further inward, using Mercury as a gravitational anchor rather than Venus. By distributing repeaters at Mercurian L1, L3, and either L4 or L5, we could ensure coverage of the entire solar system, and tap a far greater power supply than any we have ever seen. Transit times and rocket capacity would be a concern, but certain developments among us could assist significantly, we believe."

We agree with the UHI. The UK's estimates are likely off by orders of magnitude in the time it would require to terraform Venus. And there is little reason to do so. There is already plenty of other areas for humans to live, and some that would even be easier to terraform than Venus.

We would support a Mercury Solar Array, but in our opinion the problem facing any endeavor beyond the Cis-Lunar space is transportation times. As such we believe that rather than focusing on proposed projects in other regions of space we should first focus on improving our space propulsion methods to make those other regions of space viable in the first place.

The Hypereux League votes against the veto. It's starting to look like this is unanimous.

I very much like the UHI proposal. All of these space-based proposals do, however, rely on advanced drive systems that we don't have; the first project undertaken by this group should be the development of better propulsion.

In the meantime, if Project Earth's space transit program ever gets off the ground, I also suggest that we invest heavily in that. It would make getting materials into space for our various projects much easier.

    On the American Hegemony

The lunar empire would like to thank the soviet directorate, for helping the international peace-keeping force achieve it's first objective. There is now hope for the people of the american hegemony, a potential end to their suffering.

Now all that remains is for the government of the Hegemony to resign, and attend an international tribunal to determine the punishment, for the crimes they have committed against their people. It is good that they have stopped abusing their people, and I'm sure this will be taken into account during their trial, but this does not excuse them of their previous crimes.

OOC: So, by my count we have 23 MIL at our immediate disposal on the ground - potentially more if Australia joins in. If they do, I think the best use of their forces would be in interdicting access to the East Coast, both to prevent any major troop movements by the invaders and to prevent reinforcements from arriving. If the Grim could add their voice to the request for Australian involvement, their help could be invaluable. By my reckoning, if the invaders combine their forces and if Britain's message to NRE is legitimate (50/50 on that), we're looking at facing down 21 MIL of resistance on the East Coast. The FRA constitutes 4 MIL that should be pushed back with relative ease if they don't withdraw, and Russia may initiate raids on Utopia's western coast with 3 MIL.

Now, as to other factors, we should all be aware by now of Britain's kill sat network. C'nor, your IC post gave the impression that there are TELEPATH forces remaining in orbit - do you have the capability to move against the British satellite network?

On Cobra, they've offered their help to us for effectively no cost, and we've asked them to turn their offensive ESP at Britain and Cuba.

In addition, I've received intelligence that a third party might be deploying a viral plague in Boston, of the zombie creating variety. I recommend notes in your EoT's mentioning the implementation of CBRN protocols, just in case we find ourselves dealing with germ warfare.

Perhaps most importantly, I've been in covert contact with Gaul, and they claim that they intend to double cross the invaders. No idea if they're being truthful, but it might provide us some respite.

Now, as to a battle plan, here is what I propose -

If FRA doesn't withdraw, we strike back with 6 MIL, 3 from the PSA, 2 from Utopia, and 1 from Hegemony. That should be sufficient to crush their incursion and seize a healthy buffer between us and them. They seem to be colluding with Gaul, so we might face some unpleasantness on that front, but given what we know so far a counterstrike of that size from three directions should cripple their ability to fight.

To the North, we are assuming that Britain won't want to antagonize Hypereux any further, so they'll attempt to move south by sea. I propose we either let it happen, or task Australia with blocking them if they get involved.

Now, to Boston, we're looking at 7 MIL, 2 of which might switch sides, some of which might become insane zombies. I propose we continue our remote attacks via artillery, naval barrage, and aerial bombardment coupled with the TELEPATH assault for 9 MIL, 3 from the PSA, 3 from Hegemony, and 3 made up of the TELEPATH ground offensive. Grim, if you have additional MIL to spare in the form of your bio-army, it would be best applied here.

On the Cuban bastion, I propose we carry out the Grim's sleeping gas bombardment, followed by an aggressive carpet bombing, followed by an offensive from the Grim tank battalions for 8 MIL, 3 from Grim, 1 from Hegemony, and 4 from Utopia.

So, to summarize, we'll have an advantage:

6 vs. 4 against the FRA

    9 vs. 7(?) in Boston

    8 vs. 6 against Cuba

The dangers I see are in Britain's use of its orbital weapons and potential southwards offensive (they'll likely hit Innsmouth to disrupt the Grim before proceeding to Boston), and in the potential for Soviet raids across the Bering Strait. However, we can't maintain numerical superiority if we spread ourselves to intercept those, so I think the risk is worth it. Thoughts?
