The North American Hegemony
A response to the Cuban Theocracy
First, let us address the last point of the Theocracy's statement. They claim a desire to avoid an international incident as though it were something to be lauded, but we reject the false promise that back room politics somehow leads to a more peaceful world. We all saw the results of such secrecy in the chaos of the past century, and the Hegemony wants no part in Cuba's ultimatums - our innocence shall be proven on the world stage, not in the shadows.
Even ignoring the clandestine nature of Cuba's demands, their claim to neutrality is laughable. At best they are our ideological opposites, most certainly creating a bias against our government and our capitalist ideals. At worst, they are a hostile foreign power that has manufactured this evidence in a poorly calculated power play. Regardless of their involvement in this matter, the Hegemony is most amenable to the involvement of a truly neutral party in ascertaining the truth. Should Project Earth consent, the Hegemony would welcome their inspectors to our ports with open arms. And, given Cuba's obvious investment in a just resolution we expect they will have no issue in turning over their prisoners to Project Earth for an independent interrogation.

With luck, the insanity of these false allegations will be swiftly proven and we can get back on schedule, but in the event that things escalate our assets must be fluid. Given your similar territorial situation, you may even be able to bargain them down from their initial estimate.

It is the WPM's fear that heightened rhetoic and accusations through the world press will needlessly force armed conflict when words are spoken that cannot be taken back. Well, while the artificial division between socialism and capitalism is outdated and stupid, if you do not want the Cubans to participate in the inspector team then I'm sure they'll agree. I wonder what reason you will use to exclude ourselves - if you think up something suitable then we can sit back as well. However, at the very least the Carthaginians and the Gauls must be allowed to have their own people follow the proceedings, and while Britain would trust Project Earth to head the inspection we would ask for a number of other volunteer nations to join, and be able to check your facilities and records freely with no 'military escorts' or your own internal security people running ahead of them to hide things. As for the prisoners, those are within Cuban jurisdiction.

Now to the program at hand:
1) I agree on this. OOC: which nations voiced their concerns or offered assistance?
2) For this we should include UHI in the meeting. They have the most experience in moving asteroids. Here we should wait with an announcement until the project is clearly underway. Creating strong economic fluctuations and catching the attention of other parties beforehand is not desirable. Just imagine how some of the resource exporting earth-based nations would react to this new development.
3) Honorary membership for intermediates (earth power with space station) and a free trade zone between members. Non-members can still invest in our projects. At the same time we should make clear that the UON takes a neutral stance in earth side conflicts and advocates the peaceful usage of space.
4) Technorapture intends to continue with the research project.
5) Officially announcing our decisions seems good but see 2). Maybe we should try to find some probable new members before officially announcing 3)?

Knowing the need for security on the project nevertheless, Mr. Rockwell has agreed to leave negotiations in this matter to us.
Conveniently, this also gives us the opportunity to privately talk to you about another project of ours without anyone suspecting that we are planning anything. Our Secure Network has not garnered the amount of interest that we had hoped it would; as such, we are now contemplating a very aggressive marketing campaign that we believe you can assist us with. We would like to encourage the governments of certain nations to subscribe to the Secure Network, in the hope that their choice will influence their neighbors. Unfortunately, the nations that are paranoid enough to be interested in the Secure Network are also the same sort that would not trust Station 9 to run it. As such, we would like to employ your espionage branch in convincing certain nations that they can trust the Hypereux Secure Network. Quietly offer incentives to certain officials, convince them that their enemies will be reading their messages otherwise, we don't care; just ensure that none of it can be traced back to outside influence. We would like it to appear to be the nations' in question's own idea. We will leave the details to you--we trust your decisions.
We have compiled a list of nations that, due to their suspicious pasts, we believe would be particularly susceptible to persuasion of this type (this folder here, if you're interested). There is hardly any offense taken! With so grandiose a goal as unifying Africa, it is only wise to ask questions!
1) The vessel dispatched was simply for the security of the envoy: Though on a mission of peace, the presence of piracy on the oceans- as well as potentially hostile other powers- prompts the defense of the envoy and his crew. If pirates saw fit to intercept him, then the safety of himself- as well as the people accompanying him- would be in peril. The railguns mounted on the vessel were simply a deterrent.
2) Exterior security being run by Project Earth personnel is more than acceptable. For internal security, including areas containing potentially sensitive political documents, computers, and communications equipment, we would prefer our own people ran security. We simply intend for the office to be a direct talking point between our powers.
4) A diplomatic embassy would allow secure, direct communication between our powers. It will also allow for quick resolution of any international law disputes that may arise, rather than relying on potentially faulty international communications systems- wireless or otherwise! They can also help foster good will between our powers, and show a sign of cooperation.
5) The Directorate simply wishes for Africa to maintain a military alliance between our powers, should either of us come under attack. To this end, we simply mean the idea of 'protectorate' in the sense that if Africa were to be attacked, the Directorate would assist in retaliating.
6) The idea of unification is simply one where the powers of Africa unify their military and economic capability. Why should each power struggle for its own dominance on the world stage when, through cooperation, all three (and, by extension, the Directorate) can pool their resources with the same collective will and enact grandiose plans?
7) The idea of trade ties is simply one where we can, each, invest in trade routes between our powers! Air, sea, and land routes can increase our economic prosperity to previously unthinkable heights!

I managed to get 3.5 t.Econ for 3 Mil. This price seems reasonable to me; they do need to make a profit, after all. However, we don't really have much econ to spare this turn, so hiring Stichelhaar would cut into the amount that we would be able to put towards the project. Is that still acceptable?

To answer Technorapture's questions as to item 1 on the agenda, I believe Carthage, at least, was expressing concern about being next to a power that would do such a thing (I could be wrong about that), and the Grim have already expressed physical support in the form of a medical shipment that we are delivering for them. The Lunar Empire, as being the one receiving all of the condolences and expressions of support, would be better suited to answering that question.
Regarding items 2 and 3, I agree with Technorapture. Perhaps we should split off a subcommittee or something to work with UHI on the project?

Karissa Hunter, in a rather striking outfit consisting of a gold shirt, flashing in the sun as though actually made of the metal, and bronze pants, is standing in her office, which overlooks the site of the recent fighting.
"To our knowledge, there were recently two attacks on us. One made by the Shan Warlords, which was repelled, though not without casualties. This was a straightforward invasion, as far as we can tell. Carthage - Princely Union of Gujara-Rajasthan & Iran [PM-Level]
SpoilerSpoilerOOC: I guess we can pretend they were together all along, but I'll have to address some of their personal matters first.
Princely Union: I have an idea to make the warlords friendly. If I can do so, the Princely Union and the warlords under Carthage's influence would be able to work together to unify India. If that involves military, well, at least the warlords are strong there and would be able to help.
Iran: Okay, we will work together on both. I can offer use of Carthage's pretty decent reputation (REP) in exchange for your help against the Arabian warlords. Some of them have proved to be reasonable and willing to work with us. I'm thinking isolated military strikes against individual warlords would be most effective to prevent them from uniting against us and fighting us before we're ready.
OOC: If we succeed I'd like it if Iran let me govern the land of the warlords. I'll help them in any way against Turkestan and whatever comes of that is their loot. While they help me with warlords and I get that loot. Make sense?
Both IC: Princely Union. Right now I suggest we work towards quietly influencing parts of India. Carthage can build influence with the warlords. Perhaps you can focus on Bengal. Any military assistance in the Arabian Peninsula would be appreciated and I think all three of us cooperating there will resolve most of the situation in only a few months. Then the favor will be returned for helping you with India, plus I'm working on the warlords already. Iran. Hannibal is not against using force against Turkestan, but we will allow you to make the decision. Our political influence (REP) is yours this turn if you want it. Next turn we can help with something else if that is to your desire.
OOC: Actually, if Iran is confident enough I wouold rather attack Turkestan with MIL. In exchange I'd like theirs and maybe Princely Union's assistance with other stats to use on the Arabs. Priority to morale, secondary to t. economy. So if Iran will consider military, let's go that route.
Wow this whole trying to combine messages to both was a mess. Sorry. But it shouldn't be as messy to respond to.. I just need to know their preferred methods based on what I've said for dealing with their own situations.
