The Order of the Wren
The Wren had been abed since the fight with Redeye. The twisted philosophy of the serial murderer still made him shudder, as he thought back to the frantic battle in the darkened stone head. He shook his head quickly, as if dismissing the dark thoughts, and pushed himself upright, weakly refusing Alden's protestations.
With a gasp and a shiver throughout his body, he rose to his feet, making his way to the short balcony from which he regularly gave his speeches. This one would be short. The crowd outside was larger and more restless than it had ever been before. His celebrity had increased a great deal since that dark fight. Now the most famous serial killer the world had known, and the terror of the continent, was roughly tied below the balcony, almost naked as the baying mob fought for a scrap of his clothing as a keepsake.
Making sure his face was covered, the Wren greeted the crowds. "Redeye is dead. His victims, however, many of them live on, and I must count myself as one of them. I have, under my protection, Doctors and children, both of whom Redeye tasked with my death, in exchange for the lives of their loved ones. They will be taken to Bloodhaven for treatment, and will not be blamed for their predicaments. I shall escort them myself. "
"I must give particular thanks to Doctor Vassari, and his colleagues, for their knowledge of medicine and poison was invaluable in battling Redeye. I also give my thanks to King James, who graciously provided me the use of his spies, when he too was in need for them. The Ram also deserves my thanks, for his guides were also of help to me. But most of all, I thank every man and woman who fought with me against the killer, and I grieve for every one who gave their life. Operative Winters, who gave his life, and saved my own, will be remembered with honour. "
"The struggle against Redeye has not been without cost, but it is over. We give honour to the dead, we rebuild, and we will continue on. We must." On the last word, the life seemed to go out of the Wren, and he simply nodded, spun on his heel, and returned indoors.

I come before you today to talk about monopolies. We each have our own areas of expertise that we, as Guilds formed of the most talented people in the field, like to and deserve to have monopolies over. Having someone without the standards of the Sausage Guild taking care of the city's meat, for example, would be tremendously dangerous to the well-being of the average citizen. The Guild ensures quality, but to do so all work in a field must be done through the Guild. It is for this reason that my organization has a standing policy of seeking out and destroying presses that are outside of our control. With a press, any fool can create thousands of poorly-written pamphlets of incendiary ideas and drop them into the powder keg that is Runner's City. With a press, the city could burn. We do not wish to see that happen.
It is for this reason that we would like to request that the Technists Guild please stop producing and distributing their hand presses. I know you mean well, that you think it is just good business, but it is harmful to the quality of discourse in this city when uninformed, unedited treatises begin appearing on the streets.

So in other words hundreds of soldiers gave their lives defending this bridge just so it could be handed over to a king with no claims to it? The Guild has always been a good owner of this bridge, making trade-routes safer and cutting down on smugglers without any assistance from the other powers of this city.

Technists guild to the SGA[PM]
SpoilerWe haven't been selling them for a long time. We've more or less been keeping hem for internal record keeping and memos, making guild sensitive documents and diagrams, that sort of thing. The two public things we've done with it are "Factory Safety and You" and "The Technist Reading Primer". The safety book is just a checklist of what people can do to improve their safety in the workplace, including some cheap and simple ways for the managers and owers to increase workplace safety. The reading primer, well, we've been teaching people how to read. But we haven't been making any books to sell to them.

Some citizens have already arrived, but more are getting to the plaza. It has just begun.
Wallen soldiers start to distribute hot (Non alcoholic) beverages to the crowd, and keep some fires running.
Luckily, it's not too cold that day.
Lord Wallen walked before the group and said:

It seems to be getting quite big and unwieldy, your little structure down by the piers, though we must congratulate you on your security measures, not even your workers really know what they are doing. At least not those we compromised.

SpoilerWhere do you need to start from? Our tunnels are not everywhere, and the nearest terminus is in Heartsblood. If you can start from Old Jack's Run then it would probably be a simple matter to arrange for tunnels through the Painted Court. If you need to start further south however it may be more difficult.

We must point out that while it might be private for everyone else the tunnels themselves are not the reason these lines are so efficient. In fact it is our specially shaped draft beasts which allow us to move around the tunnels with such ease. Since we have no intention of selling our creations, and you likely couldn't care for them properly if we did, even a private network would still necessitate our own presence.

We do not believe that we will be able to assist in stabilizing the economy. First we of course have to consider the Warden's likely retaliation and have to keep most of our assets close to home for now. And second we are still pursuing the construction of our subterranean network of transportation tunnels. We actually feel that if we could extend it through the Triphage Untima it would be extensive enough to provide benefits to trade beyond what it is already giving us externally. And also be large enough to open to the public for the use of non-guild merchants and possibly the occasional passenger.
Airships
We have finished bringing Embassy Row under the control of the Guilds. So the question we have is should our representatives style themselves as city diplomats or guild negotiators.
The Gears
We are actually negotiating with the Gear's to establish more city infrastructure. We have considered their lightning generators, and while we are uncertain of their utility for our specific needs the thought has occurred to us that the citizens as a whole may be willing to pay for such a thing. And while they may not have the means to provide the necessary infrastructure we do, and the tunnels to supply it without causing undue construction on the surface.
As such we would rather not see the Gear's capabilities harmed when we are considering the long term possibilities.

We bid you welcome. It is always a good thing to see another guild moving back in to the Row. It has been neglected for far too long.
As for your monopoly we of course have no issues with it. It is guild prerogative to maintain its own field.
The Warden Situation
We will wait to see what the king has to say. We have no intention of keeping either Guild's Hand or Orange Crown, but we do not wish to give the Wardens the means to consolidate without reassurance that they will not retaliate.

The Champions of Sovereignty [Commerce House]
SpoilerWhile James waits he can admire the splendid murals along the walls of the main chamber. In the manner of true guild ostentatious each member of the SGA has a mural depicting its founding. Plenty of room along the walls has been left blank for future additions. The centerpiece however is a fantastic mural directly opposite the main entryway. It depicts the short vicious underground war known as the scouring in which the SGA reclaimed Guild's Row from the con men and thieves who had inhabited it. Urso Bloodhand figures prominently, but the other founding guilds are featured in some manner as well with their sigils etched discreetly into the mural's left side. Oddly enough while the mural depicts most of the opponents of the guild as individuals hidden throughout the painting are various figures that seem to be directing the others and although not in any sort of uniform they all have a matching symbol which is merely a grey shield somewhere on them. On the far right the grey shield is shown again in the manner of the Guild's sigils.

The Wardens have failed to participate in the Council affairs or assist the Council in dealing with threats to the city. Due to their inaction I propose the removal of their membership.
Blacksage District
I propose three measures in regards to the Blacksage District.
1. Council confirms Blackspell Watch as legitimate law organization with power to police the Blacksage District.
2. The University Daimot is placed under the administration of the honorable Lord Founder as University Chancellor.
3. The administration of the liberated Blacksage Districted needs to be determined.

Matters of the Bridge and Justice
The fighting does seem to have stopped for now. I bring to the council that on matters of legality, the EBSA takes its traditional role of judge- with guilt or innocence to be judged at the Silent Courts.
Lord Wallen Membership
I do not oppose Lord Founder's addition to the council. If the number of council members is a problem, we will willingly give up our right to a voting seat as long as we may still be directly tied to the council- it will make the bureaucracy easier.

We agree that there should be serious discussion of this. They have yet to actually truly help aid any of the council's actions.
Blacksage District
1. If they agree to the proper training, following the regulations of law, and recognize the ruling government then we have no problems.
2. We would prefer if no one organization had direct control over the university. Make it government owned, run and funded by the council and city. That way no one faction obstructs the rights and privileges that students deserve.
3. We would take administration of the remaining districts, paticularly Dead Campus, to help facilitate the spread of total council influence, as well as expand our own network of field offices.
Law of Sav Altulus
According to law, everything is subject to Eminent Domain from the government- but the Halls of Final Justice and the Daisong Palace in particular are primarily government owned.
Diplomatic Corps
We would send legal advisers to instruct and aid the Diplomatic Corps.
Daisong Palace

University
Once we hand over the University to a faction, they own it. No matter what, it will be known as the EGSE's University, or The Jame's University- which is dangerous. Look at the Librarian- once a institute of learning is controlled by a single power it becomes a political playing piece rather than a neutral institute that a poor man or a wealthy man can feel comfortable in sending his sons and daughters.
Now loans to help create new branches, like a law school or a theological school, or a business school whether separate or part of the university I am in complete support for.
Law of Sav Altulus
How is this citizen friendly? Honestly, if you give the ownership of the districts to the various factions you don't help the citizens, you help the warlords of the city. Is there really any difference between this council and the Helduit Court? The answer is the Court has real power in their districts, while all the council can do is ask them to follow the rules and regulations that we set down.
I believe that these factions, including my own, are all temporary power bases which only serve to destabilize the city and its inhabitants. The Council, or the government it decides upon must take a strong stance as the true power of the city or else it will never be recognized as legitimate.
Daisong Palace

The Warden councillor happens to currently be imprisoned and under guard, so he is unable to attend. Regardless, a note is sent to the effect that the Wardens are not interested in any sort of leadership position within the City.
